Die Dissertation “Europe’s future – a model for assessing and increasing digital sovereignty” von Martin Kaloudis an der Mendel University in Brno beschäftigt sich mit der digitalen Souveränität europäischer Staaten. Sie thematisiert die Abhängigkeit der EU-Staaten von Technologien und Rohstoffen aus Nicht-EU-Ländern, insbesondere die Abhängigkeit von digitalen Technologien aus China und den USA, und untersucht mögliche Stellhebel zur Beherrschbarkeit von Abhängigkeiten von nicht-europäischen Technologien. Die Dissertation entwickelt ein Modell zur Bewertung der digitalen Souveränität, fokussiert auf die EU, und schlägt eine Definition des Begriffs vor. Ein wichtiger Bestandteil ist ein komparativer Index für digitale Souveränität, der auf sekundären Daten basiert und mittels quantitativer Methoden verifiziert und validiert wird. Die Ergebnisse des Indexes zeigen, dass EU-Staaten in Sachen digitaler Souveränität Entwicklungspotenziale haben. Aus der Analyse werden handlungsleitende Maßnahmen abgeleitet, wie etwa höhere Investitionen in Start-ups, Förderung des Exports von IKT-Dienstleistungen und Verringerung von Handelsbarrieren im digitalen Bereich. Die Dissertation betont, dass die konsequente Umsetzung dieser Maßnahmen zur Stärkung der digitalen Souveränität der EU-Staaten beitragen kann.

"Trafficking Data argues that the movement of human data across borders for political and financial gain is disenfranchising consumers, eroding national autonomy, and destabilizing sovereignty. Focusing on the United States and China, it traces how US government leadership failures, Silicon Valley's disruption fetish, and Wall Street's addiction to growth have yielded an unprecedented opportunity for Chinese firms to gather data in the United States and quietly send it back to China, and by extension, the Chinese government. Such "data trafficking," as the book names this insidious phenomenon, is enabled by the competing governance models of the world's two largest economies: mass government data aggregation in China and impenetrable corporate data management policies in the United States. “Digital sovereignty” has become a buzzword of the new European policies and rules on data governance. This discourse, however, is not entirely new. Already at the dawn of data protection laws in Europe, information sovereignty was one of the concerns that regulation of personal data flows aimed to address. Digital sovereignty concerns have now resurfaced with a new force. To some extent, it is a reaction to the increasing concerns about the growing power of non-EU companies, control over data, constraints to the growth of EU technology companies and the rule-makers' ability to enforce their laws.
