The European initiative Migrant Friendly Hospitals (MFH) aims to identify, develop and evaluate models of effective interventions. It has the following objectives: To strengthen the role of hospitals in promoting the health of migrants and ethnic minorities in the European Union and to improve hospital services for these groups. This report reviews models of effective intervention in the medical literature and provides the background information needed to enable partner hospitals taking part in the MFH initiative to select and implement suitable interventions. The interventions reviewed in this study are grouped in four areas: Communication, Responsiveness Empowerment of migrant and minority patients and communities. This study investigates the awareness and practice of responsible lobbying in the EU and analyzes benefits and antecedents. A multidimensional model of responsible lobbying is developed which provides normative guidelines and allows for determining the degree of responsible lobbying in practice. The empirical part analyzes responsible lobbying in the EU by combining a quantitative analysis based on a survey among 142 lobbyists with a qualitative examination based on interviews. The analysis reveals that criteria of responsible lobbying are fulfilled to a large extent according to the lobbyists. This study comes at a time when researchers and practitioners increasingly recognize the need to establish responsible lobbying by aligning Corporate Social Responsibility (CSR) and lobbying.

An international manual is like a world cruise: a once-in-a-lifetime experience. All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. Friedheim Neidhardt of Berlin, Gertrud Nunner-Winkler of Munich, and Roland Eckert of Trier, to name only a few, supplied valuable comments at this stage.

User models have recently attracted much research interest in the field of artificial intelligence dialog systems. It has become evident that flexible user-oriented dialog behavior of such systems can be achieved only if the system has access to a model of the user containing assumptions about his/her background knowledge as well as his/her goals and plans in consulting the system. Research in the field of user models investigates how such assumptions can be automatically created, represented and exploited by the system in the course of an "on-line" interaction with the user. The communication medium in this interaction need not necessarily be a natural language, such as English or German. Formal interaction languages are also permit ted. The emphasis is placed on systems with natural language input and output, however. A dozen major and several more minor user modeling systems have been de signed and implemented in the last decade, mostly in the context of natural-language dialog systems. The goal of UM86, the first international workshop on user model ing, was to bring together the researchers working on these projects so that results could be discussed and analyzed, and hopefully general insights be found, that could prove useful for future research. The meeting took place in Maria Laach, a small village some 40 miles south of Bonn, West Germany. 25 prominent researchers were invited to participate.

The events of 1968 have been seen as a decisive turning point in the Western world. The author takes a critical look at "May 1968" and questions whether the events were in fact as "revolutionary" as French and foreign commentators have indicated. He concludes the student movement changed little that had not already been challenged and altered in the late fifties and early sixties. The workers' strikes led to fewer working hours and higher wages, but these reforms reflected the secular demands of the French labor movement.
