Bolivia’s forest resources are of global importance, its main forest areas are located in subtropical and tropical regions. There is severe deforestation going on in the lowlands at a rate of approximately 200,000 ha per year, whilst forest degradation mostly concerns montane forests. Cattle ranching is the most important direct driver of deforestation, followed by mechanized agriculture at medium- and large-scale level, mainly for the production of soy bean, and finally small-scale agriculture. Underlying causes of deforestation include, among others, the opening of the agricultural economy to international markets and the weakness of institutions in charge of controlling land use. From 2006 on, under the government of Evo Morales, Bolivia adopted an official position against the marketization of nature and in defense of the rights of mother earth. In consequence to its rejection of REDD, Bolivia developed an alternative proposal called “Joint Mechanism of Mitigation and Adaptation for Integrated and Sustainable Management of Forests and Mother Earth”. This proposal was also promoted in international negotiations on climate change. It focuses on local experiences for a sustainable and integrated management of natural resources and fosters land use planning at different levels of governance. Our analysis suggests that there is still a lack of concrete approaches to mitigate the direct threats to forests; moreover, the control of illegal deforestation is still insufficient. We also note that in parallel to policies of nature conservation, there is a contradicting political agenda being implemented promoting the expansion of the agricultural frontier. Only the future will show if the vision of “Living Well in Harmony with Mother Earth” will really lead to effective measures to combat the loss and the degradation of the immense richness of Bolivian forest.

Bolivia cuenta con una importante superficie de bosques, mayormente en su región sub-tropical y tropical. La deforestación alcanza aproximadamente 200.000 hectáreas por año, sobre todo en las tierras bajas, mientras que la degradación de bosques es más acentuada en los bosques andinos. La ganadería es actualmente la principal causa directa de deforestación, seguida por la agricultura mecanizada de mediana y gran escala, mayormente para la producción de soya, y luego la agricultura a pequeña escala. Las principales causas subyacentes de deforestación incluyen, entre otras, la apertura de la economía agrícola a los mercados internacionales así como debilidades institucionales que dificultan la aplicación de la legislación agraria y forestal. Desde el 2006, bajo el gobierno de Evo Morales, Bolivia ha asumido una posición oficial en contra de la mercantilización de la naturaleza y en defensa de los derechos de la Madre Tierra. Después de un rechazo rotundo de la propuesta de REDD, Bolivia ha elaborado una propuesta alternativa denominada como “Mecanismo Conjunto de Mitigación y Adaptación para el Manejo Integral y Sustentable de Bosques y la Madre Tierra”, la que ha sido incluida en las negociaciones internacionales de cambio climático. Esta propuesta adopta un fuerte enfoque en el rescate de experiencias locales para un manejo sostenible e integral de recursos naturales y un ordenamiento territorial basado en diferentes niveles de gobierno. En ese contexto, nuestro análisis sugiere que todavía faltan conceptos concretos para mitigar las amenazas directas sobre los bosques; además el control de la deforestación ilegal sigue siendo insuficiente. Adicionalmente, remarcamos que en paralelo a las políticas de protección de la naturaleza, también existe una agenda contradictoria de expansión de la frontera agrícola. El futuro mostrará si la visión del “Vivir Bien en armonía con la Madre Tierra” realmente se puede traducir en medidas efectivas para frenar la pérdida y el deterioro de la enorme riqueza que representan los bosques bolivianos.
