The French Division d'Infanterie Navale d'Assaut, more commonly referred to as the Dinassant, developed riverine doctrine during the First Indochina War to a level not attained since by Expeditionary Forces. The United States Navy borrowed heavily from the French experience during its own river wars in Vietnam ten years later. However, renewed interest by the Marine Corps in riverine operations as part of Expeditionary Maneuver Warfare overlooks these lessons as only a small solution to a unique war. Military mistakes impel strategic reflection. The French Indochina War (FIW) from 1946-1954 furnishes useful insights with some resonance for current challenges. A combination of pre-exiting conditions, catalysts and operational drivers caused the cathartic 1954 French defeat. Pre-conditions included the illegitimacy of the colonial regime, repression that polarised nationalist sentiment. Economically, pernicious terms of trade suppressed industrialisation but oiled speculation until suddenly reversed by devaluation in 1953 that reflected financial disengagement by France but increased American involvement. Vacillating metropolitan and the dubious colonial regime of the ‘night club’ Emperor, Bảo Đại, fuelled political instability. Militarily, after the disastrous evacuation of the RC4 in 1950, Việt Minh men and supplies poured across the Chinese frontier. In 1954, financial constraints and the looming international peace conference catalysed Navarre, the new French commander, to gamble on a battle of attrition. He bet that the Việt Minh would be unable drag artillery to the remote jungle outpost of Diên Biên Phú, but he underestimated their determination, strength, and adaptability. In early December partisans resented the bungled evacuation of Lai Châu. The entrenched camp’s defences were inadequate and neither infantry sorties nor napalm suppressed VM artillery in the surrounding hills. The French aero-logistical sub-system was overstretched, and significant parachute supplies fell into enemy hands. Navarre scattered his reserves on a futile and remote side show, Operation Atlante. The Americans prevaricated and refused to unleash their B29 fleet. ‘Iacta alea est’ - the die was cast.

Military matters including General Giap’s strategy and tactics are analyzed in detail, but it was a 'soldiers' war', told at ground-level, and readers will feel the heat and fear of battle, be shocked at war crimes, and intrigued by the tales of Graham Greene et al. The global importance was not lost on the powers following exhaustion from world war and in the shadow of the Cold War. All great leaders were involved, Roosevelt, Truman, Eisenhower, Churchill, Stalin, Khruschev, Chou En-Lai and Mao Zedong, Under the shadow of the A bomb, a negotiated peace and first detent of the Cold War would end in the sumptuous salons of Geneva.

This is the first of a series of chronological histories prepared by the Marine Corps History and Museums Division to cover the entire span of Marine Corps involvement in the Vietnam conflict. Since the personal experience of the author was with preparations for riverine operations and the initial operations themselves, emphasis has been placed on these activities through early 1968. In summarizing operations conducted in the balance of the three-year period, particular attention has been called to significant trends or changes in riverine operations in Vietnam, a co-operative enterprise of the U.S. Army and the U.S. Navy. “Looking back from the vantage point of early 1972, this study attempts to reconstruct the events and describe the situation as it was from 1966 through 1969, using official records, reports, and personal interviews.” The Author - “Major General William Fulton, was intimately involved in the early development of the riverine warfare concept as commander of the 2d Brigade, 9th Infantry Division, which arrived in Vietnam in January 1967 and immediately began combat operations in the Mekong Delta. In March the brigade moved into Dong Tam, the base created by dredging sand from the bottom of an arm of the Mekong River. In early June the brigade teamed with Navy Task Force 117 to form the Mobile Riverine Force. During World War II General Fulton fought in Italy and during the Korean War served on the staff of Army Forces Far East Advance.”
