Diplomatic Interventions argues that war is a social construction. In so doing, it unsettles the definition of intervention, as a coercive interference by one state in the affairs of another, to examine the range of communicative or 'diplomatic' practices which through their presence modify the experience of war. The tension between claims that war is pervasive and that war is a social construct is analysed in relation to a range of moral, legal, military, economic, cultural, and therapeutic interventions. The concluding chapter highlights how the book itself is a critical intervention that requires us look at again from a new angle at international practice.

A compelling account of the diplomatic and military actions that led to Kosovo's independence and their implications for future U.S. and UN interventions. Kosovo, after its incorporation into the Serbian Republic of Yugoslavia, became increasingly restive during the 1990s as Yugoslavia plunged into internal war and Kosovo's ethnic Albanian residents (Kosovars) sought autonomy. In March 1999, NATO forces began airstrikes against targets in Kosovo and Serbia in an effort to protect Kosovars against persecution. The bombing campaign ended in June 1999, and Kosovo was placed under transitional UN administration while negotiations on its status ensued. Kosovo eventually declared independence in 2008. Despite internal political tension and economic problems, the new nation has been recognized by many other countries and most of its inhabitants welcome its separation from Serbia. In Liberating Kosovo, David Phillips offers a compelling account of the negotiations and military actions that culminated in Kosovo's independence. Drawing on his own participation in the diplomatic process and interviews with leading participants, Phillips chronicles Slobodan Milosevic's rise to power, the sufferings of the Kosovars, and the events that led to the disintegration of Yugoslavia. He analyzes how NATO, the United Nations, and the United States employed diplomacy, aerial bombing, and peacekeeping forces to set in motion the process that led to independence for Kosovo. He also offers important insights into a critical issue in contemporary international politics: how and when the United States, other nations, and NGOs should act to prevent ethnic cleansing and severe human-rights abuses.

"This paper seeks to examine the role third-party states may play as diplomatic intervenors in intrastate wars. Because diplomatic interventions seek settlement outcomes over military victory, understanding the efficacy of these interventions may provide support for their usage over non-diplomatic options. I hypothesize that third-party state power, in the form of military, economic, and political capabilities, will impact the likelihood of diplomatic intervention outcome; more powerful third-party states will have a greater likelihood of producing preferred outcomes. I use 12 multinomial regression models to examine this relationship. I find that economic capabilities are the only factor of state power that produce a significant relationship with partial settlement only. Assessing this relationship, I suggest states with higher levels of economic production and consumption may have positive, yet also limited, impacts as diplomatic intervenors in intrastate war."--Boise State University ScholarWorks.

Russia has been embroiled in bitter disputes with major Western powers over high-profile military interventions - over Kosovo (1999), Iraq (2003), Georgia (2008), and even Libya (2011) which had a UN Security Council mandate. Moscow and the West reached much more agreement over the Gulf War (1990) and intervention in Afghanistan (2001), but these cases are exceptional. This interdisciplinary study explores the persistent differences between Russian and Western leaders about most Western-led military campaigns and about Russia's own use of force in the CIS region. What does this tell us about emerging norms on the use of force in humanitarian crises? How and why has there been such controversy over the legal justifications for these military operations? Has greater consensus been possible over force in global counterterrorism? What do all these controversies tell us about international rule-making? More specifically, how can we understand Russian political and diplomatic responses during international crises around major interventions? This book argues that Russia has been influential in these debates on norms and law as a permanent United Nations Security Council member and as a major military power. Moscow's approach to these questions has reflected distinctive and quite entrenched attitudes to international order and sovereignty, as well as a preoccupation with its own status. The book draws deeply on Russian sources to show how these attitudes are expressed among the Russian leadership and the political elite. This raises challenging questions about the ability of Russia and Western states to cooperate in emerging crises, in Syria, Iran, or elsewhere and about Russia's role in international society.

Research has begun to focus on the role third-party diplomatic intervention plays in the length of civil conflicts. Diplomatic interventions by a third-party actor are assumed to help resolve or alleviate violence over time. Is this really the case? Hypotheses relating to these aspects of civil wars are proposed to test this long-standing assumption. This thesis uses statistical analysis to observe the relationship between diplomatic interventions and civil war duration and then observe the relationship between duration and civil war violence. The data incorporates approximately 150 civil wars from 1945 to 1999, 101 of which had outside interventions. This thesis finds that, contrary to ex ante expectations, diplomatic interventions are a significant contributing factor to civil war length. Furthermore, longer civil wars are not associated with more civil war intensity in the aggregate, suggesting that longer civil wars do not mean more violent or intense ones.

Intervention in armed conflicts is full of riddles that await attention from scholars and policymakers. This book argues that rethinking intervention—redefining what it is and why foreign powers take an interest in others' conflicts—is of critical importance to understanding how conflicts evolve over time with the entry and exit of external actors. It does this by building a new model of intervention that crosses the traditional boundaries between economics, international relations theory, and security studies, and places the economic interests and domestic political institutions of external states at the center of intervention decisions.
