It is clear that public trust plays a critical role in developing a vibrant economy and a strong society. A reasonably high level of public trust will enable the public, the Government, and the various organisations and groups in the different sectors in Singapore to work together to build a cohesive and adaptive community. This means a community characterised by constructive relationships embedded in positive economic, human, social, political and psychological capital.Public trust is important because it affects how people think, feel and behave. Trust takes time to build, is easy to lose, and once lost is difficult to restore. Trust is multi-dimensional, having to do with distinct aspects relating to competence, integrity and benevolence. Trust is also dynamic — it changes over time and the direction of change is not pre-determined.Given how critical and complex the concept of trust is, we need to have a valid and honest understanding of trust, if we want to shed light on how and why public trust changes, and how we can repair public trust violation and develop public trust in Singapore.The book is organised into four parts. Although numbering fewer than 60,000 in a city of more than 12 million people, Mumbai’s Parsi community is one of the largest private landowners in the city due to its network of public charitable trusts. In Trust Matters Leilah Vevaina explores the dynamics and consequences of this conjunction of religion and capital as well as the activities of giving, disputing, living, and dying it enables. As she shows, communal trusts are the legal infrastructure behind formal religious giving and ritual in urban India that influence communal life. Vevaina proposes the trusts as a horoscope of the city—a constellation of housing, temples, and other spaces providing possible futures. She explores the charitable trust as a technology of time, originating in the nineteenth century, one that structures intergenerational obligations for Mumbai’s Parsis, connecting past and present, the worldly and the sacred. By approaching Mumbai through the legal mechanism of the trust and the people who live within its bounds as well as those who challenge or support it, Vevaina offers a new pathway into exploring property, religion, and kinship in the urban global South.

The Vaccine Safety Datalink (VSD) is a large, linked database of patient information that was developed jointly by CDC and several private managed care organizations in 1991. It includes data on vaccination histories, health outcomes, and characteristics of more than 7 million patients of eight participating health organizations. Researchers from CDC and the managed care groups have used VSD information to study whether health problems are associated with vaccinations. The subsequent VSD data sharing program was launched in 2002 to allow independent, external researchers access to information in the database. In this report, the committee that was asked to review aspects of this program recommends that two new oversight groups are needed to ensure that the policies and procedures of the VSD and its data sharing program are implemented as fairly and openly as possible.
