Inhaltsangabe:Zusammenfassung: Seit dem Zusammenbruch des sowjetischen Machtsystems findet in Bulgarien und in den anderen ehemaligen sozialistischen Staaten eine Transformation statt. Bulgarien, wie auch die anderen ehemaligen sozialistischen Staaten Ost- und Südeuropas befinden sich in einem Prozess des Übergangs, dessen Hauptkomponenten miteinander verbunden sind: - die politische Transformation und - die wirtschaftliche Transformation. Beide Prozesse sind voneinander abhängig, weil die Schaffung eines demokratischen Rechtsystems einerseits die Voraussetzung für demokratische Verhältnisse darstellt, andererseits eine Grundvoraussetzung für die Marktwirtschaft ist. Die Transformation in Bulgarien ist bisher nicht zum Abschluss gebracht worden. Der Transformationsprozess begann relativ spät. Wichtige Hindernisse, wie die Korruption, Bürokratie, Rechtsunsicherheit haben die Privatisierung verzögert und das fand Ausdruck bei der Heranziehung von ausländischem Kapital. Im Vergleich zu den anderen mittel- und osteuropäischen Ländern (MOEL) wird Bulgarien von den ausländischen Investoren noch vernachlässigt. Obwohl Bulgarien große Fortschritte in Bezug auf die Verbesserung des wirtschaftlichen Klimas erzielt hat, steht es bis heute in der Peripherie des Interesses der ausländischen Investoren. Die Arbeit gliedert sich in acht Kapitels. Der Anfang beschäftigt sich mit der Bedeutung der Direktinvestitionen für den EU Beitritt Bulgariens. Hier werden die rechtlichen Grundlagen, die Gründe, Motive und die Hindernisse für Direktinvestitionen in Bulgarien analysiert. Im dritten Kapitel wird auf den Privatisierungsprozess in Bulgarien eingegangen. Zunächst werden die Ziele, den Verlauf der Privatisierung und die Privatisierungsarten dargestellt. Dabei werden auch die rechtlichen Rahmenbedingungen, die spezifischen Probleme der Privatisierung und die Bedeutung des Privatisierungsprozesses für die Volkswirtschaft behandelt. Ausgangspunkt des vierten Kapitels ist die Bedeutung der ausländischen Investitionen im Rahmen des Privatisierungsprozesses von Bulgarien. Hierbei werden die Rahmenbedingungen für die Beteiligung ausländischer Personen am Privatisierungsprozess, die Privatisierungsmethoden und die Rolle der Privatisierungsbehörden verdeutlicht. Inhaltsangabe:Einleitung: Der Fall des Eisernen Vorhangs Ende 1989 und der anschließende Transformationsprozess von zentralistisch vorgegebenen Planwirtschaften zum marktwirtschaftlichen System führten in den mittel- und osteuropäischen Ländern (im Folgenden abgekürzt mit MOEL) zu fundamentalen politischen und sozialen Veränderungen. Nach jahrzehntelanger Abschottung von der restlichen Welt führte die Reintegration in die Weltwirtschaft, durch rasanten technologischen Wandel und Handels- und Investitionsliberalisierungen getrieben, zu einem noch nie dagewesenen Wettbewerb. Für die bis zu diesem Zeitpunkt am häufigsten staatlich geführten Unternehmen, die durch veraltete Technologien, Überbeschäftigung und zentralistisch vorgegebene Lohnstrukturen geprägt waren, stellte dies eine sehr große Herausforderung dar. In den meisten MOEL stiegen die offiziell ausgewiesenen Arbeitslosenraten von fast null zum Zeitpunkt des Systemwechsels auf zweistellige Werte nur zwei oder drei Jahre später. Wachsende Einkommensungleichheiten führten zu einer zunehmenden Spaltung der Gesellschaft. Obwohl sehr viele kritische Stimmen vernommen wurden, die der zunehmenden Zahl an Firmen mit ausländischer Beteiligung die Schuld an dem Scheitern vieler einheimischer Unternehmen zuschrieben, setzten viele politische Entscheidungsträger in den MOEL dennoch große Erwartungen an das ausländische Engagement. Man hoffte, dass ausländische Investoren nicht nur Kapital, sondern vor allem auch neues Know-How und Arbeitsplätze ins Land bringen und dadurch den mikro- und makroökonomischen Wandel antreiben würden. Das Ziel dieser Arbeit ist es darzustellen, welche Konsequenzen der signifikante Anstieg des ausländischen Investitionsvolumens (von nahezu null im Jahr 1990 auf ca. 29,3 Mrd. $ im Jahr 2005) tatsächlich auf die beschriebenen Schwierigkeiten, denen die MOEL seit Beginn der 1990er Jahre ausgesetzt wurden, hatte (UNCTAD 2006).
