La partecipazione delle donne alla vita politica e la loro presenza all’interno delle istituzioni, dopo decenni di ostacoli giuridici e socio-culturali, lungi dall’essere un dato meramente quantitativo, rappresenta a tutti gli effetti una questione di qualità della democrazia: un’assemblea elettiva o un organo di governo che, nella loro composizione, non contemplino la presenza equilibrata di entrambi i generi non possono dirsi realmente democratiche, poiché non consentono di attuare pienamente il concorso di uomini e donne alla res publica di cui condividono la cittadinanza. Dopo aver analizzato il percorso travagliato tra il XIX e il XX secolo attraverso il quale le donne hanno ottenuto l’elettorato attivo e passivo, il volume si concentra sulle norme costituzionali e primarie (nazionali e regionali) in materia di democrazia paritaria, approfondendo soprattutto la loro genesi attraverso un attento esame dei lavori parlamentari preparatori; molto spazio viene dato alle sentenze della Corte costituzionale che hanno contribuito all’evoluzione della sensibilità dell’ordinamento in materia di pari opportunità nell’accesso alle cariche elettive. Specifici approfondimenti sono dedicati all’equilibrio di genere all’interno degli organi esecutivi e al ruolo dei partiti politici (e delle loro regole interne) nella costruzione di una democrazia realmente paritaria. Note del curatore: A pagina 231, alla fine del primo paragrafo, si considerino aggiunte le seguenti righe di aggiornamento: Ulteriori passi avanti sarebbero arrivati quasi dieci anni dopo, con la l.p. 12 marzo 2018, n. 4. Essa, intervenendo direttamente sulla l.p. n. 2/2003, ha reso maggiormente paritarie le quote, prescrivendo che «in ciascuna lista di candidati nessuno dei due generi può essere rappresentato in misura superiore all’altro, se non quando il numero delle candidature della lista è dispari: in tal caso è ammesso che un genere sia sovrarappresentato di un’unità», richiedendo anche che nelle liste si alternino candidature di genere diverso; in sede di esame delle liste, l’Ufficio centrale circoscrizionale ha il potere di correggere «l’ordine di elencazione dei candidati e delle candidate, mantenendo il capolista e rispettando l’ordine di presentazione all'interno dello stesso genere» e di ridurre le liste che presentino candidature in sovrannumero per un determinato genere, a partire dal fondo dell’elenco (arrivando alla ricusazione se la cancellazione di candidati fa scendere al di sotto del minimo). La stessa legge provinciale ha introdotto il meccanismo della doppia preferenza di genere, di cui si dirà.

The dominant model of democratic politics emphasizes reason at the expense of the passions. Passions have been treated as dangerous, the opposite of reason and the enemy of virtue. Paul Ginsborg and Sergio Labate challenge this model and put forward a very different view, developing an account of modern democratic politics in which both passions and reason play a crucial role. To do justice to the role of passions in politics, we must pay close attention to the way in which they circulate among us; then we must develop a suitable language to describe them – an ‘alphabet of the passions’ that enables us to understand how they combine with one another and connect with certain states of mind in order to shape political outcomes. Adopting this approach enables the authors to shed new light on one of the major phenomena of our time – the triumph of neoliberalism on a world scale. Neoliberalism has worked so well because it has incorporated its own romantic and individualist version of the passions into its worldview, seducing both individuals and families with the allure of consumption. By developing a new model of democratic politics based on the interplay of passions and reason, Ginsborg and Labate provide a much needed framework for understanding the crucial role that passions play in the unfolding of political life. This edited collection draws on and expands the findings from a pan-European research project undertaken during 2012-13 which was funded by the European Institute for Gender Equality and aimed to explore three key issues in relation to gender and media: women’s inclusion in decision-making positions within media industries; how women are represented in the media; and what policies and mechanisms are in place to support women’s career development and promote gender equality. The research looked at 99 major media organisations across the EU including public and private sector broadcasters (TV and radio) as well as a number of major newspaper groups. Researchers also monitored TV programmes (factual only but including entertainment genres) across one week and coded 1200 hours of TV. In addition to elaborating the results from 16 of the participating nations, the collection includes a set of context-setting essays and a summarizing conclusion as well as a reflection on the purpose and utility of gender indicators. It is the first major work to look across the European media landscape and explore both employment and representation, providing a unique glimpse into the contemporary media scene in relation to gender equality, including examples of good and less good practice.
