America's relationship with Japan recently passed its 140th anniversary. Although over those years, hundreds of books and thousands of articles have explored different issues or periods of the relationship, no book has analyzed the entire relationship from beginning to present. The void can perhaps be explained by the relationship's complexity and changes over time. Two great cycles of initial partnership and eventual rivalry have shaped American-Japanese relations, one geopolitical (1853-1945) and the other geoeconomic (1945-present). This book fills that void as it systematically untangles the interrelated perceptions, convergent and divergent national interests, and shifting power relations which have shaped American policies toward Japan within those two great cycles. More specifically, it highlights the personalities, national moods, domestic issues and political alignments, and other pressing international concerns within which Washington has attempted to define and assert its interests toward Japan.

This book, first published in 1984, examines the spectacular economic growth of the Asia Pacific region in the 1970s and 1980s. How did a group of non-Western nations, in an area plagued by war, achieve such success, so quickly? Japan was the driving force in the region, and a dominant influence on the world economy, but had no clearly defined role in the politics of the region or the world. This book considers Japan’s position, the problems it faced and how it perceived and responded to events in the region. It provides clues to understanding the basic pattern of Japan’s relations, its evolving role in the region and the world, and how this role might develop in the future.

The United States and Japan are the two largest democracies in today’s world. The United States is still a superpower economically, militarily, and intellectually, but its traditional independence has changed to a position that requires cooperation and mutual understanding with its major allies and especially with Japan. Japan, also an economic super-power, enormously rich in human, economic, and intellectual resources, but very weak in natural resources, has an equal need for cooperation, military support, and teamwork on all levels. Both nations accept an obligation to contribute their resources fully toward the solution to the world’s problems. Consequently, new forms of dialogues and new instruments of cooperation must be devised based on a sophisticated, mutually agreed upon data base. These discussions from the Fourth Shimoda Conference (September 1-4, 1977) explore some of those new directions.
