Buckley’s study of twentieth-century Brazil examines the nation’s hard social realities through the history of science, focusing on the use of technology and engineering as vexed instruments of reform and economic development. Nowhere was the tension between technocratic optimism and entrenched inequality more evident than in the drought-ridden Northeast sertão, plagued by chronic poverty, recurrent famine, and mass migrations. Os municípios de Laranjal do Jari e Vitória do Jari apresentam um histórico severo e devastador de enchentes e inundações causadas pela elevação do nível do rio Jari. A média anual de precipitação de chuvas varia entre 1.850 e 2.550 mm, e os meses mais chuvosos são março, abril e maio. Historicamente, a maior enchente que atingiu o vale do Jari ocorreu no ano de 2000, sendo considerada a mais grave em danos socioambientais e econômicos da história do Estado do Amapá, expondo a população a condições sanitárias degradantes e, consequentemente, a vulnerabilidades e adversidades ambientais. Em 2022, o rio Jari voltou a atingir níveis altos, alcançando em Laranjal do Jari a marca de 3,40 metros e em Vitória do Jari a marca de 3,60 metros afetando um total de 31.966 pessoas. É importante destacar que a construção de numerosas edificações em áreas de risco de inundação às margens do rio Jari eleva o risco de ocorrência de doenças de veiculação hídrica, como a leptospirose, hepatite e doenças diarreicas, além do risco de ocorrência de traumas e acidentes com animais peçonhentos e que geram descarga elétrica (peixe poraquê - Electrophorus electricus). Neste aspecto, a proposta de um Plano de Contingência para situações de calamidade pública e emergências é essencial para que as ações sejam desenvolvidas em nível local com definição de responsabilidades e competências de cada integrante da administração pública estadual e municipal para o enfrentamento do cenário.

The national security strategy of the United Kingdom is to use all national capabilities to build Britain's prosperity, extend the country's influence in the world and strengthen security. The National Security Council ensures a strategic and co-ordinated approach across the whole of Government to the risks and opportunities the country faces. Parts 1 and 2 of this document outline the Government's analysis of the strategic global context and give an assessment of the UK's place in the world. They also set out the core objectives of the strategy: (i) ensuring a secure and resilient UK by protecting the country from all major risks that can affect us directly, and (ii) shaping a stable world - actions beyond the UK to reduce specific risks to the country or our direct interests overseas. A profundidade da análise feita, a reunião de vários fundamentos e a consistência das soluções jurídicas propostas por Gianfranco Faggin Mastro Andréa, colocam este estudo como referência para a judicialização desses desastres. Razões éticas, solidárias e congêneres têm lugar neste estudo, mas o que sedimenta as afirmações do autor é rigorosa fundamentação jurídica, mostrando que são as incompletudes do Estado (no cumprimento de seu dever constitucional e legal) que dão razão ao uso subsidiário do processo estrutural para a criação e aprimoramento de políticas públicas preventivas de combate a desastres previsíveis, cujo procedimento decisório segue método dialógico e referências técnicas comprovadas. Esta obra mostra que a relação jurídica bipolar tradicional não tem solucionado litígios estruturais porque tutela as consequências de desastres hidrológicos sazonais (geralmente com medidas paliativas), razão pela qual são necessárias providências coletivas para enfrentar problemas estruturais. Contudo, ao comprovar sua hipótese de pesquisa, Gianfranco Faggin Mastro Andréa tem o cuidado de não apresentar o processo estrutural como panaceia, pois sua viabilidade depende da presença de elementos que legitimam respostas possíveis pela judicialização e, por isso, faz minuciosa tipologia desse processo coletivo direcionada para desastres, primeiro para o processo estrutural preventivo-ini-bitório (pré-desastre) e, depois, para o processo estrutural emergencial-reconstrutivo (pós-desastre).
