Jean-Loup Amselle explores the issue of multiculturalism by delving into the history of France's confrontation with ethnic difference. Amselle analyzes France's relationship to Egypt, Algeria, and Senegal to show how ideas about difference and assimilation played out in French colonial policies and how these same tensions continue to be problematic as France grapples with cultural pluralism. Amselle's book has timely and wide-ranging implications. Arguing against the "liberal communitarian state" as it exists in the United States, Amselle contends that an overemphasis on difference can lead to what he calls "affirmative exclusion"--the flip side of affirmative action. The recognition of a multiplicity of ethnic groups in France, he asserts, creates an environment that fosters racism. "Despite an outward appearance of generosity, supporters of French-style multiculturalism, by promoting 'affirmative action,' run the risk of creating as many difficulties as there are 'target groups,' which they have helped identify and hence produce." Calling on theories of racial difference devised by early anthropologists--most notably, Louis Faidherbe--and on the work of political philosophers such as Thomas Hobbes, John Locke, and Jean-Jacques Rousseau, Amselle makes historical and sociological sense of the debates over multiculturalism and the violence they engender. Democratic institutional forms and processes are increasingly widespread in Africa as dictatorial regimes have been forced to give way as a result of popular mobilization and external donor pressure. However the premises of the African scholars whose empirical research and analytical explorations are included in this volume are that democratic form and democratic substance are two different things; Western-derived institutional forms are neither necessarily the most appropriate nor the most practical in the current African context; and rooting democratic norms in the political cultures of African polities raises socio-cultural issues with which political scientists must engage. This book explores various critical questions in the context of particular elections and particular countries as diverse as Ghana, Nigeria, Kenya, the Congo, Cameroon and the Central African Republic. They include the continuing impact of police state apparatuses following democratic transition; factors influencing African voters' attitudes and behaviour; the impact of incumbency on electoral competition; women's electoral participation; the phenomenon of often very limited party programmatic choice in the context of huge social diversity and multi-party competition; and the controversial issues around the transplantation of liberal democratic institutions. Underlying these issues is the fundamental question of whether democratic processes as currently practised in Africa are really making any significant difference to the African struggle for economic, social and cultural progress. This volume grew out of a conference series sponsored jointly by the Stanford-Berkeley Joint Center for Latin American Studies and the Instituto Universitario de Pesquisas do Rio de Janeiro (IUPERJ). Entitled "Opportunities and Constraints in Peripheral Industrial Society: The Case of Brazil," the first conference was held in Nova Friburgo in July 1983 and was followed up by another at Berkeley in late January 1984. In the course of our discussions, the subject matter widened so that a new title was chosen for this book. Also,in the interim, as Brazil made the transition to democracy and returned to economic growth, many topics on the agenda for the 1980s emerged in clearer focus, so that the chapters have all been sharpened and upgraded. In the division of labor that produced this book, Nunes coordinated the project at Berkeley and in Brazil, while Wirth and Bogenschild did the editing.
