Chinese Diaspora Charity and the Cantonese Pacific, 1850–1949 sheds new light on the history of charity among Chinese overseas and its place in the history of charity in China and in the wider history of global philanthropy. It finds that diaspora charity, besides serving traditional functions of helping the sick and destitute and supporting development in China, helped to build trust among dispersed hometown networks while challenging color boundaries in host societies by contributing to wider social causes. The book shows that charitable activities among the “Gold Rush” communities of the Pacific rim—a loosely integrated émigré network from Guangdong Province perhaps better known for its business acumen and hard work among English-speaking settler societies in North America and Australasia—also led the way with social innovations that helped to shape modern charity in China. Fitzgerald and Yip’s volume demonstrates that charity lay at the heart of community life among Chinese communities overseas. From remittances accompanying letters to contributions to benevolent organizations, emigrants transferred funds in many different ways to meet urgent requirements such as disaster relief while also contributing to long-term initiatives like building schools or hospitals. By drawing attention to diaspora contributions to their host societies, the contributors correct a common misunderstanding of the historical Chinese diaspora which is often perceived by host communities as self-interested or disengaged. This book explores China’s engagement with Latin America and the Caribbean as a case study of its broader effort to use commercial tools and instruments of state to create a global economic order that functions to its benefit, while neutralizing challenges from institutions, states, and others that would oppose it. Unlike the common representation of the Cold War as a political-military struggle, this work uniquely examines China’s current efforts as primarily seeking to dominate global value chains, with supporting political, technological, and military components. In this regard, it both leverages and goes beyond works based on dependency theory, which has played a key role in the academic and popular discourse in the region. The book examines evidence for China’s economically-focused strategy within Latin America and the Caribbean, including the interrelationships and coordination between China’s activities in different sectors, and between commercial, political, and other dimensions in the region. It further looks at the supporting role played by a diverse range of Chinese initiatives, from China’s Belt and Road initiative, to people-to-people diplomacy, soft power, security engagement, and the PRC struggle with Taiwan for diplomatic recognition in the region, among others. Excerpt: Chinese Jamaicans are the descendants of migrants from China to Jamaica. Early migrants came in the 19th century; there was another wave of migration in the 1980s and 1990s. Many of the descendants of early migrants have moved abroad, primarily to Canada and the United States. Most Chinese Jamaicans are Hakka and can trace their origin to the Chinese labourers that came to Jamaica in the mid-19th to early 20th centuries. The British parliament made a study of prospects for Chinese migration to the West Indies in 1811, and in 1843 made an attempt to recruit Chinese workers to come to Jamaica, British Guiana, and Trinidad, but nothing came of it. The two earliest ships of Chinese migrant workers to Jamaica arrived in 1854, the first directly from China, the second composed of onward migrants from Panama; they were contracted for plantation work. A further 200 would arrive in the years up until 1870, mostly from other Caribbean islands. Later, in 1884, a third wave of 680 Chinese migrants would arrive; with the exception of a few from Sze Yup, most of these were Hakka people from Dongguan, Huiyang, and Bao'an. This third wave of migrants would go on to bring more of their relatives over from China. From 1910, Chinese immigrants were required to pay a 30 deposit and pass a written test to demonstrate that they could write 50 words in three different languages; the restrictions on Chinese migrants were tightened even further in 1931, but relaxed again by 1947 due to lobbying by the Chinese consulate.
