Na década de 1990, surgem no campo brasileiro inúmeras experiências educacionais resultantes do processo de mobilização dos trabalhadores rurais, que se organizaram em movimentos sociais para garantir as condições mínimas de sobrevivência ou para lutar por políticas públicas que pudessem viabilizar as condições de existência desses trabalhadores. Essas experiências fizeram emergir o Movimento Nacional de Educação do Campo, que pautou na agenda nacional a educação do campo como demanda dos trabalhadores do campo. Para compreender a constituição desse Movimento buscamos nesse trabalho analisar o contexto histórico de sua formação a partir de dois momentos, a saber: momento-sociedade civil e momento-sociedade política, tendo como foco as ações de dois sujeitos coletivos representativos desse processo: MST e CONTAG. Assim, procuramos contextualizar o conceito de sociedade civil e de Estado bem como as políticas educacionais do estado neoliberal, para em seguida descrever o processo que deu origem à educação do campo. Destacamos que o momento-sociedade civil marca o início de grandes mobilizações da sociedade a fim de colocar na agenda política do país o campo brasileiro, com todos os seus problemas, mas principalmente os educacionais, fazendo emergir um amplo Movimento de Educação do Campo. Aparecem posicionamentos diferentes de como lidar com esses problemas, que não são problemas em si, mas que tem dificultado, em certa medida, a articulação de diferentes sujeitos do campo para uma unificação em prol de transformações mais radicais da sociedade. No momento-sociedade política é pautada a construção de marcos legais para a educação do campo, através da elaboração das Diretrizes Operacionais para a Educação Básica nas escolas do campo. É possível perceber que esse processo é desencadeado por uma ampliação do debate da educação do campo construído no momento-sociedade civil, mas ao mesmo tempo em que se amplia o debate amplia-se também as forças em disputa, pois quando os conflitos que emanam das demandas dos trabalhadores do campo são explicitados se busca atender essas demandas através de direitos - marcos regulatórios - aumentando a tensão na própria sociedade civil e desta com o Estado. Destacamos, porém que no momento-sociedade política acontece uma ampliação dos sujeitos que constituem o Movimento Nacional de Educação do Campo, o que aumenta as forças em disputas no próprio Movimento e o entendimento do significado do processo de construção da educação campo.
