Sustainable Development in Hong Kong provides a unique and pioneering examination of what the application of the ideas of sustainable development implies for Hong Kong with all its exceptional characteristics, political, social, ecological, and especially its very high urban density. The book brings together, for the first time, a broad cross-section of 21 public and private sector specialists in the many and varied aspects of sustainable development. In so doing, it demonstrates the breadth and depth of local knowledge and expertise in the subject, as well as the wide range of concepts and issues that will have to be considered and interests reconciled, for the concept to be fully implemented in Hong Kong. Sustainable development has been defined as: "development that meets the needs of today whilst not affecting the ability of future generations to meet their own needs." Implementing this concept requires that decision-makers from all stakeholder groups (government, business and the public) not only commit to sustainable development, but also incorporate it at every level of decision-making regardless of the political, economic, social, technological, cultural and legal frameworks within which their decisions are made. It also requires that, before doing so, they hear, respect and utilize the input from each other in these decisions. Sustainable development was placed squarely on the political agenda in Hong Kong through the Chief Executive's commitment to it in his Policy Address in 1999. This was followed by the adoption of it as an overriding objective in Hong Kong 2030: Planning Vision and Strategy (2001) and the establishment of the Sustainable Development Unit (2001) and the Council for Sustainable Development (2003). This is a book for all who are concerned about Hong Kong's environment and about its future development. All rights not granted by the above license are retained by the author. Abstract: Solving the waste problem is one of the most challenging environmental missions for Hong Kong. Currently, the amount of waste generated has reached an unsustainable level. Hong Kong's domestic waste disposal rate is significantly higher than other international cities like Tokyo, Taipei City and Seoul. With present trends, this mounting waste has been filled up the three landfill sites at a rate much faster than anticipated. Hong Kong SAR Government is hoping to expand the landfill site and build incinerator(s). However, these plans have not been well-received by the public. Waste reduction at source would be a significant alternative for Hong Kong instead. Environmental education (EE) is a vital component of achieving sustainable waste management. This is the best strategy to help reduce waste at source. Among all the targeted trainees, it is found that little local and international research has been done on the potential role of Foreign Domestic Helpers (FDHs) in waste management. FDHs make up a significant proportion of the Hong Kong population. They are one of the best candidates to learn and implement sustainable waste management in the households. Thus, this study looks into the current EE to FDHs and analyses how to send green message among FDHs in an effective way. A framework of indicators for an effective waste reduction education program to FDHs is constructed as to help evaluate the performance of EE providers for FDHs. Information regarding current EE to FDHs is obtained from reviewing publicly available information and by conducting in-depth interviews with related personnel and stakeholders. To reconfirm the need and importance of providing EE to FDHs, a questionnaire survey to FDHs is developed and a pilot EE program to FDHs is designed and implemented. This study found that the current EE to FDHs is inadequate and ineffective. The knowledge of FDHs in waste reduction is not comprehensive and few of them have had green housekeeping habits. Through providing appropriate training incorporating the indicators identified, FDHs are enabled to proceed from having the right awareness to taking action in the households. The success of the pilot EE program to FDHs also gave us an insight into the importance of adequate and quality EE to the community. It is hoped that the suggestions being put forward in this study can guide Hong Kong in achieving the target of zero waste. Abstract: ABSTRACT The objective of this study is to establish the Paper Balance for Hong Kong through analysis of trade statistics, waste generation figures, and paper recycling activities. The results illustrate the per capita consumption, scale of disposal, and extent of recovery of paper in Hong Kong. Information has been obtained from different sources. These include: Trade Statistics Reports published by the Census and Statistics Department, Waste Figures from the Environmental Protection Department, and a literature review of other relevant studies. The difficulties in establishing a complete balance of figures are identified, with assumptions and recommendations made. It is also suggested that similar or more detailed analyses should be carried out by the authorities (e.g. the Environmental Protection Department) so that a comprehensive picture of the paper cycle in Hong Kong is obtained for planning and management purposes. - Finally, the high per capita consumption of paper (226 kg in 1994 and 176 kg in 1995) derived from the analysis sends out a warning signal that effective measures are required to reduce consumption. With a view of this, the public should fully support the waste reduction strategy which is, in order of desirability, reduce paper consumption at source, reuse the material, recycle used paper, followed by disposal.
