During the last two decades, the debate on multiculturalism has been one-dimensional. It has deployed arguments related to cultural demands linked either to feminism, immigration, or national minorities. Little attention has been given to the relations between these dimensions, and how they affect each other. The purpose of this book is to set a research agenda around the interaction between cultural demands of immigrants and minority nations. The primary aim is to establish basic normative arguments while advancing an institutional analysis in three contexts: Quebec, Flanders and Catalonia. Each part contains two chapters that address the topic in terms of how immigration is seen from a self-government perspective, or how self-government is interpreted from an immigration perspective. The different chapters raise questions related to how this interaction challenges the idea of a culturally homogeneous nation-state, and also pushes us to other conceptualisations of «political community» and de-nationalised forms of citizenship. Current debates on diversity have failed to address these issues in societies where a dual belonging exists.

Minor Transnationalism moves beyond a binary model of minority cultural formations that often dominates contemporary cultural and postcolonial studies. Where that model presupposes that minorities necessarily and continuously engage with and against majority cultures in a vertical relationship of assimilation and opposition, this volume brings together case studies that reveal a much more varied terrain of minority interactions with both majority cultures and other minorities. The contributors recognize the persistence of colonial power relations and the power of global capital, attend to the inherent complexity of minor expressive cultures, and engage with multiple linguistic formations as they bring postcolonial minor cultural formations across national boundaries into productive comparison. Based in a broad range of fields—including literature, history, African studies, Asian American studies, Asian studies, French and francophone studies, and Latin American studies—the contributors complicate ideas of minority cultural formations and challenge the notion that transnationalism is necessarily a homogenizing force. They cover topics as diverse as competing versions of Chinese womanhood; American rockabilly music in Japan; the trope of mestizaje in Chicano art and culture; dub poetry radio broadcasts in Jamaica; creole theater in Mauritius; and race relations in Salvador, Brazil. Together, they point toward a new theoretical vocabulary, one capacious enough to capture the almost infinitely complex experiences of minority groups and positions in a transnational world. This book explores the objects, means and ends of international cultural heritage protection. It starts from a broad conception of cultural heritage that encompasses both tangible property, such as museum objects or buildings, and intangible heritage, such as languages and traditions. Cultural heritage thus defined is protected by various legal regimes, including the law of armed conflicts, UNESCO Conventions and international criminal law. With a view to strengthening international protection, the authors analyze existing regimes and elaborate innovative concepts, such as blue helmets of culture and safe havens for endangered cultural heritage. Finally, the ends of international protection come to the fore, and the authors address possible conflicts between protecting cultural diversity and wishes to strengthen cultural identity.
