We analyze the evolution of crop and livestock producer prices and wages of unskilled laborers in Ethiopia between January 2014 and January 2017 to evaluate the effect of El Niño triggered droughts – which started in 2015 – that massively impacted parts of the country. The analyses reveal no evidence of widespread adverse price effects of the drought in cereal and labor markets. Real prices of major cereals were lower in January 2017 compared to three years earlier, especially for maize, sorghum, and wheat – the crops that are the major source of calories in areas that were most hit by drought. The decline in the cost of cereals in the food basket in January 2017 compared to three years earlier was estimated at 13.3 percent at the national level. Moreover, this decline in cereal costs was highest in areas most affected by the drought, possibly indicating the effect of major cereal imports and food aid directed to these areas. Considering crop and livestock prices jointly, the analysis reveals that livestock-cereal terms of trade improved. This is mainly due to the fact that although livestock prices declined during this period, as is usually seen in droughts, this decline was less than the decline in prices of cereals in such areas. The fluctuating behavior of cereal prices since January 2015 strikingly contrasts with the El Niño triggered major drought during 1997/98 in Ethiopia. During that period, cereal production declined by 25 percent compared to the year before, with significant increases in the real price of cereals, ranging between 15 and 45 percent. In contrast, in 2016 real cereal prices declined, which appears consistent with the relatively larger cereal imports and lower impacts of the drought on national cereal production in 2015/16.

The El Nino Southern Oscillation (ENSO) weather event of 2015/16 caused severe drought conditions in northern and central Ethiopia affecting the welfare of millions of farmers in late 2015 and early 2016. Using nationally representative panel data collected in 2012 and 2016 and recent advances in the difference-indifferences literature, this paper explores the effects of the 2015/16 drought and the potential role of irrigation in reducing the adverse effects of the drought. We find that the drought caused, on average, a 37 percent reduction in net annual crop income, an 8 percent decline in area cultivated, a 3 percent decline in household dietary diversity score, and a 10 percent decline in the share of harvest sold for rainfed farmers. On the other hand, irrigating farmers affected by the drought managed to increase their daily expenditures by 72 percent of their average daily food expenditure in the pre-drought period, and maintained their net crop income, size of cultivated land, household dietary diversity, and share of harvest sold to the market. Overall, while rainfed agricultural producers suffered sharp declines in welfare, those farmers with access to irrigation maintained their economic status. The results suggest that irrigation protected farmers from the adverse effects of the 2015/16 ENSO event and given increasing climate variability in Ethiopia, the government should intensify its investment and support to irrigation development in the country.

In 2015, Ethiopia experienced one of its worst droughts in decades. Using nationally representative data from before and after this event, we find that this drought did not lead to widespread increases in chronic or acute child undernutrition rates in the country. However, chronic undernutrition rates increased due to the drought in areas characterized by limited road network. Moreover, the share of households receiving humanitarian aid doubled in drought-affected areas. Together, these findings highlight the role of road infrastructure in contributing to resilience as well as the efficiency of the humanitarian system in delivering and targeting aid in the country.

Climate change and recurrent climate events are making water-scarce countries like Tunisia and its agricultural lands drier and more vulnerable to drought. These recurrent climate events are also known as teleconnections and include natural climatic events such as the El Nino Southern oscillation (ENSO), the North Atlantic oscillation (NAO), and the Mediterranean oscillation (MO). These climate phenomena contribute to droughts, which negatively affect key rain-fed crops, suchas wheat and barley, and livestock. As a result, farmers are becoming more vulnerable as climate change and teleconnections make temperatures rise and rainfall become more sporadic. Agriculture is important for rural communities and the overall Tunisian economy. Twenty percent of the population is employed in agriculture, which accounts for 10 percent of the country's gross domestic product (GDP) and 10 to 12 percent of total exports, on average. Wheat and other rainfedcrops are critical to food security and livestock survival and are the crops most affected by climate variability. Climate change's adverse impacts on agriculture are a contingent liability for the Tunisian economy, including for the country's GDP, trade balance, and balance of payments. As agricultural and agro-industrial outputs fall, food and fodder imports must rise to meet domestic demand. Therefore, this report suggests additional action on implementing integrated drought management (IDM) on top of what the government is already doing. Food and agriculture value chains are affected by climate events. This report includes detailed analyses of two key value chains, namely wheat and dairy. The analyses were done in representative lagging regions, including Jendouba for the dairy value chain and Siliana and Beja for the wheat value chain. Currently, wheat and dairy are the main subsectors in the lagging regions, and in the short term, strengthening these subsectors will increase jobs, incomes, and food security. This study finds that the El Nino Southern oscillation (ENSO) was a less important contributor to the 2015-16 drought in Tunisia than other teleconnections. ENSO drought impacts are more pronounced in other parts of the world than in the Middle East and North Africa (MENA) region. This report also examines wheat and dairy agriculture to determine how well they are adapting to climate change and climate variability. Current adaptation pathways to increase agricultural incomes and productivityfocus on increasing tree crops, which generally are more resilient to drought than field crops. Still, improving water management is also an essential part of this adaptation plan.

Increases in cereal prices can have adverse effects on poor net food buyers. This is a particular problem in Ethiopia because of frequent natural calamities – especially droughts – that lead to significant price hikes. Conversely, falling domestic prices of some cereals (especially maize), typically at harvest time, can be detrimental to producers who are net sellers. Price stabilization efforts are therefore an important consideration for Ethiopian policy makers. This paper sheds light on options for cereal price stabilization in Ethiopia drawing on experiences of other developing countries. The international experience in food price stabilization shows that while some countries have achieved success, the efforts of many others have actually destabilized market prices at great fiscal cost. We assess the extent to which price stabilization efforts in Ethiopia were effective during the major El Niño induced drought of 2015/16 and find that opportunities were missed to enhance food security and consumer welfare through permitting private sector imports in order to curtail the rise in cereal prices and to reduce fiscal costs for the government and donors.

This book focuses on mega-droughts of the past 20 years. Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as ‘either/or’ the message that emerges is more one of how do you integrate these approaches. Finally, a few chapters bring to light how prevention is needed for national security as well as water security. In Focus – a book series that showcases the latest accomplishments in water research.
