How can we best analyse contemporary welfare state change? And how can we explain and understand the politics of it? This book contributes to these questions both empirically and theoretically by concentrating on one of the least likely cases for welfare state transformation in Europe. It analyzes in detail how and why institutional change has taken Germany’s welfare state from a conservative towards a new work-first regime. Christof Schiller introduces a novel analytical framework to make sense of the politics of welfare state transformation by providing the missing link: the capacity of the core executive over time. Examining the policy making process in labour market policy in the period between 1980 and 2010, he identifies three different policy making episodes and analyses their interaction with developments and changes in such policy areas as pension policy, family policy, labour law, tax policy and social assistance. The book advances existing efforts aimed at conceptualizing and measuring welfare state change by proposing a clear-cut conceptualization of social policy regime change and introduces a comprehensive analysis of the transformation of the welfare-work nexus between 1980 and 2010 in Germany. The regulation of financial markets and companies in Europe has undergone significant changes over the last decade. The Commission, Member States, and Parliament constructed regimes that facilitate new legislation, sanction delegation to the Commission for financial market law, and structure the cross-border regulation of companies within the single market. The substance of this book is about that regime development. In creating the regimes discussed in this book, EU leaders contributed to the ongoing constitutionalisation of Europe by contesting and constructing norms. Patterns of normative collision, collusion and coexistence determined whether and what kind of regime emerged. Each of the regimes required an explicit definition of the vertical relationship between the EU and the member states, and of the horizontal relationship amongst the member states. It defined the kind of regulatory state that would be required, the mix of European and national bodies involved, and the procedures they were to follow in carrying out their functions. It also defined what kinds of national variation in related economic and social policy would be regarded as legitimate. As they made these agreements, European leaders simultaneously articulated what it meant to be a member state in the single market, and what it meant to delegate responsibilities to the EU. This constitutionalised these ideals by sorting out the issues of EU and national responsibilities in a powerfully authoritative way. The theory of this book is about demonstrating the normative foundations of these constitutional agreements and showing how they had to be built on the shoulders of national ones.

With the ever farther advancement of globalization, governance has become one of the most prominent theoretical concepts to describe today’s world. Governance theory is concerned with a system of rule through non-hierarchical governing modes, such as networks and market mechanisms. Initially the field of security was ignored, as it was seen as the last bastion of the nation state. When the concept of security governance emerged at the beginning of the millennium, it sought to take account of transnational threats, such as nuclear proliferation or cluster bombs. However, the traditional security domain of the state, i.e. the provision of security by military force, is still exempt from governance theory. Provoked by the increasing support of private actors to military operations, Gloria Westermeyer aims to investigate whether this exemption is still valid. Based on the conduct of Intelligence, Surveillance and Reconnaissance services in the German ISAF Mission, the author examines the impact of private actors on the governance of today's military affairs. What is the relative power of private security actors vis-à-vis the state? Which factors determine if, to what extent and why private actors support the military? Under what circumstances and how may security functions be privatized without undermining the state's interest?
