The EU drugs agency in Lisbon, as part of its ongoing commitment to strengthening cooperation and sharing expertise, has developed the EU4Monitoring Drugs (EU4MD) project. Funded by the European Union, the project will run from 2019 until the end of 2021 and will involve countries in the European neighbourhood policy (ENP) area. It will support national and regional readiness to identify and respond to drug-related security and health threats. Whilst fostering regional cooperation and cooperation between the ENP and the EU, the EU4MD project will: help beneficiary countries be better prepared to respond to existing and future drug-related threats through capacity-building and partnerships; facilitate the identification, understanding and reporting of new and emerging drug-related threats and the analysis of their implications for security and health; support a strategic analysis of developments in the drug market and how these impact on security and health.

Throughout Europe - from town halls and regional governments, through national Parliaments and ministries, to the high institutions of the European Union - there runs a vigorous debate on organised crime, municipal safety and private conduct. Drug problems and what to do about them often occupy center-stage at these debates. Throughout the 1990s the focus of legal attention has been primarily on the criminal law. New criminal offenses have been created, partly in response to influences 'from above' (from international and European agreements) and partly in response to pressure 'from below' (concerns of citizens at national and sub-national levels). But although criminal law certainly is important as far as the development of drug controls is concerned, it is by no means the whole story. There is a parallel history, a regulatory one, consisting of the increasing use of administrative measures, some of which are directly concerned with drugs while others are more general but equally applicable. These responses, together with civil law, variously function as adjuncts to criminal law or as alternatives to it, in relation to drug trafficking at European and national levels, drug-related public nuisance as it concerns citizens at municipal level, and drug users. After charting existing measures in the legal orders of Member states and of the Community, Regulating European Drug Problems looks at prospects for administrative drug controls after Amsterdam - in the context of the development of the Single Market, cooperation against crime and insecurity, subsidiarity, and human rights. At a practical level, the study offers provocative ideas to policy-makers and administrators working at the intersection of city-level, national, and European responses to drugs. For scholars and students, the book offers comparative legal research and European synthesis, and forges new links between fields of law, suppresion of organised crime, and economic and social regulation.

On any given day, around 856 000 people are in prison in Europe. People in prison are substantially more likely to have used drugs, to use drugs regularly and to experience drug-related problems than their peers in the community. This is so, although there are significant differences between countries, and it is especially marked in the case of women. Yet, available data on the prevalence of drug use among people in prison, on people's need for addiction care services, on the availability of such services in prison and on the drug supply to prisons remain scarce, and many challenges remain with regard to harmonisation and comparability between countries, despite some progress being made in recent years. A better understanding of these issues is necessary to inform policy decisions, needs assessment, service planning and drug treatment organisation in prison. This European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) Insights report provides a comprehensive overview of the current knowledge and latest developments in the field of drug use and prison in the 30 countries reporting to the EMCDDA up to the end of 2020: the 27 EU Member States, Norway, Turkey and the United Kingdom. It also identifies important gaps in our knowledge, challenges for better provision of interventions and implications for policy and practice. The report provides an overview of the current situation in the field of drugs and prison in the following areas: drug use and drug-related problems among the prison population; the availability of drug-related services in prison; the evidence available for effective interventions in the prison setting; drug supply and supply reduction interventions; and future challenges relating to prison and drugs.
