This Element investigates the relationship between the narcotics industry and politics and assesses how it influences domestic political dynamics, including economic development prospects in Latin America. It argues that links between criminal organizations, politicians, and state agents give rise to criminal politics (i.e., the interrelated activity of politicians, organized crime actors, and state agents in pursuing their respective agendas and goals). Criminal politics is upending how countries function politically and, consequently, impacting the prospects and nature of their social and economic development. The Element claims that diverse manifestations of criminal politics arise depending on how different phases of drug-trafficking activity (e.g., production, trafficking, and money laundering) interact with countries' distinct politico-institutional endowments. The argument is probed through the systematic examination of four cases that have received scant attention in the specialized literature: Chile,Paraguay, Peru, and Uruguay.

The present volume represents the first published book on gangs in the Caribbean. The study of criminal gangs is both timely and of the utmost importance to policy and security in the region. In many countries across the Caribbean, criminal gangs are increasing in number and prominence, and official crime data indicate that they are responsible for an increasing proportion of violent crimes. The Caribbean region experienced a dramatic increase in murder rates from 14.3 murders per 100,000 inhabitants in 2000 to 28.1 murders per 100,000 inhabitants in 2010. In some of the countries with comparatively high murder rates, such as Jamaica and Trinidad and Tobago, the proportion of gang-related murders has reached alarming levels. In the case of Trinidad and Tobago, for example, for the period 2001 to 2012, 29.5% of all murders which occurred were classified as gang-related, with fully 38% being so classified in 2012. The Caribbean represents a diverse region with very different cultures and security issues. Foreign experiences and research on gangs may not generalize to the region, nor may foreign policy be entirely relevant. The present volume represents an attempt to come to terms with the phenomenon of gangs in the Caribbean, and presents a wealth of empirical data, as well as an analysis of the varying issues from a number of disciplinary perspectives. Much of what is currently known about gangs in the Caribbean is brought together in this volume, with the primary aims of understanding the varying issues and examining relevant strategies for dealing with the proliferation of criminal gangs.

Why do armed groups employ terrorism in markedly different ways during civil wars? Drawing on more than a decade of fieldwork, Andreas E. Feldmann examines the disparate behavior of actors including guerrilla groups, state security forces, and paramilitaries during Colombia’s long and bloody civil war. Analyzing the varieties of violence in this conflict, he develops a new theory of the dynamics of terrorism in civil wars. Feldmann argues that armed groups’ distinct uses—repertoires—of terrorism arise from their particular organizational identities, the central and enduring attributes that distinguish one faction from other warring parties. He investigates a range of groups that took part in the Colombian conflict over the course of its evolution from ideological to criminal warfare, demonstrating that organizational identity plays a critical role in producing and rationalizing violence. Armed parties employ their unique repertoires as a means of communication to assert their relevance and territorial presence and to differentiate themselves from enemies and rivals. Repertoires of Terrorism is based on an extensive data set covering thousands of incidents, as well as interviews, archival research, and testimony. It sheds new light on both armed groups’ use of violence in Colombia’s civil war and the factors that shape terrorist activity in other conflicts.
