Urban governance and sustainability are rapidly becoming key issues around the world. Currently three billion people - half the population of the planet - live in cities, and by 2050 a full two-thirds of the world's population will be housed in ever larger and increasingly densely populated urban areas. The economic, social and environmental challenges posed by urbanization on such a large scale and at such a rapid pace are staggering for local, regional and national governments working towards sustainability. Solutions to the myriad problems plaguing the quest for sustainability at the city-level are equally as diverse and complex, but are rooted in the assumptions of the 'sustainability agenda', developed at the Rio Earth Summit and embodied in Local Agenda/Action 21. These assumptions state that good governance is a necessary precondition for the achievement of sustainable development, particularly at the local level, and that the mobilization of local communities is an essential part of this process. Yet until now, these assumptions, which have guided the policies and programmes of over 6000 local authorities around the world, have never been seriously tested. Drawing on three years of field research in 40 European towns and cities, Governing for Sustainable Cities is the first book to examine empirically the processes of urban governance in sustainable development. Looking at a host of core issues including institutional and social capacity, institutional design, social equity, politics, partnerships and cooperation and creative policy-making, the authors draw compelling conclusions and offer strong guidance. This book is essential reading for policy-makers, politicians, activists and NGOs, planners, researchers and academics, whether in Europe, North America, Australasia or transitional and developing countries, concerned with advancing sustainability in our rapidly urbanizing world.

This book explores the common language of politics, ecology and risk, and crosses their conceptual divides. It seeks to shed light on the underlying structural factors, processes, players and interactions in the risk scenario, all of which influence decision-making that both increases and reduces disaster risk. The first section explores risk governance under conditions of increasing complexity, diversity and change. The discussion includes chapters on The problem of governance in the risk society; Making sense of decentralization; Understanding and conceptualizing risk in large-scale social-ecological systems; The disaster epidemic and Structure, process, and agency in the evaluation of risk governance. Part II, focused on governance in regions and domains of risk, includes nine chapters with discussion of Climate governance and climate change and society; Climate change and the politics of uncertainty; Risk complexity and governance in mountain environments; On the edge: Coastal governance and risk and Governance of megacity disaster risks, among other important topics. Part III discusses directions for further advancement in risk governance, with ten chapters on such topics as the transition From risk society to security society; Governing risk tolerability; Risk and adaptive planning for coastal cities; Profiling risk governance in natural hazards contexts; Confronting the risk of large disasters in nature and Transitions into and out of a crisis mode of socio-ecological systems. The book presents a comprehensive examination of the complexity of both risk and environmental policy-making and of their multiple—and not always visible—interactions in the context of social–ecological systems. Just as important, it also addresses unseen and neglected complementarities between regulatory policy-making and ordinary individual decision-making through the actions of nongovernmental actors. A range of distinguished scholars from a diverse set of disciplines have contributed to the book with their expertise in many areas, including disaster studies, emergency planning and management, ecology, sustainability, environmental planning and management, climate change, geography, spatial planning, development studies, economy, political sciences, public administration, communication, as well as physics and geology.

If there is one topic in development cooperation that transcends sectors and issues, it is developing capacity for governance. Good governance is a focal point in many projects and programs of the German Technical Cooperation. It is also a necessary element in every international declaration on development cooperation. In order to promote good governance successfully - i.e. to achieve actual progress - capacity development is essential. This book deals with governance issues in the water and health sectors and in relation to forests, land, public finance reforms, and civil society. Further, it includes the Organization for Economic Co-operation and Development's publication The Challenge of Capacity Development: Working Towards Good Practice. Experts in German development cooperation present their experiences by offering detailed insights into their work. They analyze the influence and added value of capacity development in development cooperation and, first and foremost, demonstrate the importance of capacity development for fostering good governance.

The establishment of good governance is a major challenge for the developing world, along with the need to sustain the progress resulting from developmental efforts. Although there are numerous studies on the development and governance of emerging nations, few volumes make a serious effort to bring together these two critical concepts. International Development Governance combines the two concepts - development and governance - by examining the issues and problems faced by nations in their attempts to establish sustainable governance. This textbook also initiates discussions on the concept of development governance in an international context. The book fills the gap in existing literature by drawing upon the experience and expertise of scholars from a broad spectrum of knowledge. Their views explain the issues and problems with reference to a number of tools that could establish "development governance" and sustain it. The text offers in-depth examinations of developmental sectors, resulting in a textbook that will inspire future public officials, policy makers, and consultants to contribute to the betterment of life for citizens of developing countries.
