The problems faced by today's public managers are often too large to be solved by a single entity, and require collaboration across government, nonprofit, and business sectors. As new technologies and systematic approaches transform the transportation field, cross-sector collaboration has become an increasingly important policy development and implementation approach. Particularly within the transportation field, an assemblage of technologies is often critical to implementing system-wide strategies aimed at, for example, mitigating traffic congestion. In many cases, designers and implementers of effective transportation policies must combine a variety of technologies with deft relationship building and management. Through the development of comparative case studies of the Urban Partnership Agreement (UPA) initiatives, this research study will complete the examination from start to finish of the Minnesota UPA, and provide additional comparative information from other UPA sites to enhance the certainty of conclusions, and to develop sound lessons for practitioners.

In all spheres of life, relationships among public and private organizations are built in order to deal with complex societal problems and to address economic challenges that cannot be dealt with by single organizations. Because of the interdependencies, interorganizational collaboration is essential, yet working across organizational boundaries is far from simple. It involves a multitude of different organizations, each having its own interests, perspectives, and identities while also varying in power and size. Further, the societal problems that are dealt with are often severe. This volume focuses on the relational complexities of interorganizational collaboration, captured by the term dynamics, referring to: (a) the social and psychological processes that occur when organizations and their representatives interact to engage in cross-boundary or collaborative work (e.g., trust and distrust, intergroup stereotyping and conflict, conflict avoidance, inclusion and exclusion of stakeholders, power dynamics), as well as (b) the development of these processes over time, in view of external and internal events and/or as a consequence of deliberate interventions to enhance collaborative success. The perspective put forward is largely psychological and sociological, both in terms of understanding the group and intergroup processes as well as efforts to intervene to develop collaborative relationships, based on action research and an organizational development approach.

ABSTRACT: Studies of local emergency management and homeland security collaboration have rapidly grown in the public administration research. Local governments are viewed as key actors in the U.S. to coordinate national counterterrorism efforts and provide functional activities relevant to emergency management. However, the discussions about why local governments collaborate based on the analysis of different types of collaboration in this area are still limited. Through using the mixed-methods approach, this dissertation develops a framework under the perspectives of organizational internal factors, organizational external factors, and emergency management/homeland security capacity to empirically study the determinants of collaboration in the context of emergency management and homeland security at the local level according to three types of collaboration: vertical, horizontal-interlocal, and horizontal-intersectoral collaborations. The ICMA 2005 Homeland Security Survey data is used to conduct the empirical analysis. This research also interviews city and county local emergency management managers in Florida to understand their 1) motivations behind each type of collaboration, 2) definitions of collaboration, 3) perceived obstacles of collaboration, 4) practical collaborative activities in both vertical and horizontal contexts, and 5) opinions on the influences of organizational internal and external factors on collaboration. The findings of this research show that factors related to resource shortage in money and information, mutual understanding, financial resource dependence on higher levels of government, and the adoption of national standard have different impacts on different types of collaboration. Organizational attention is a critical factor to all three types of collaboration. Local emergency management/homeland security capacity can be a significant determinant and mediator. From the practical point of view, horizontal collaboration is more common than vertical collaboration. For local governments, seeking resources and training opportunities can explain most parts of vertical collaboration. However, in the horizontal context, a local government not only plays a part as a resource-seeker but also as an assistance-provider to their governmental and non-governmental partners. In sum, this study helps us to gain a theoretical and practical understanding of local emergency management and homeland security collaboration in the United States.

For social entrepreneurs, who often operate under conditions of resource scarcity, building partnerships offers an effective way to gain complementary capabilities. Heike Schirmer investigates the dynamics of partnerships between social ventures and corporations. Based on four case studies from Germany, the author shows two opposing formation processes. Means-driven partnerships, dominated by elements of effectuation, start with generalized aspirations and evolve over time. Goal-driven partnerships, dominated by elements of causation, start with pre-determined goals and follow a strategic, systematic implementation. The data also reveals that formation processes and governance mechanisms might be interlinked.

Grand challenges are complex, large-scale problems requiring collaborative, multidisciplinary attention. Cross-sector collaboration can potentially play a significant role in addressing these challenges by capturing the diverse vision, experience, knowledge and resources of different sectors. Yet we still know little of the inter-organisational dynamics of how sectors work together to address grand challenges and the consequences of doing so. Our article contributes to the literature at the intersection of management and grand challenges by identifying how cross-sector collaborations can be used more effectively to address grand challenges. Drawing on a study of Australia's offshore processing of refugees, we highlight the inter-organisational issues that emerge and develop a collaborative governance framework to overcome these problems and guide future cross-sector collaborations directed at grand challenges.
