La pauvreté ne fait pas les gros titres, ni dans les médias ni dans la littérature spécialisée. La région du Moyen-Orient et de l'Afrique du Nord serait affectée par des problèmes autrement plus graves : au premier plan la " montée de l'islamisme " et la persistance de conflits régionaux meurtriers. La pauvreté ne concernerait que des catégories résiduelles ou marginales de la population de cette région globalement " riche ". Pourtant, la pauvreté y gagne partout du terrain, amplifie les inégalités, engendre des ruptures. Elle nourrit la désespérance, brise des ambitions, alimente l'humiliation. Elle est matérielle, " humaine ", sociale, psychologique, politique. Les contributions à cet ouvrage définissent la pauvreté en termes plus dynamiques que comptables et catégoriels, plus relatifs qu'absolus. Elles expriment la conviction que discours et représentations reflètent certes une " réalité ", mais contribuent également à donner à la pauvreté ses contours, aux pauvres leur place, aux politiques de lutte contre elle ou d'assistance à ces derniers leur légitimation et aux relations sociales inégalitaires persistantes leur justification. Un large recours aux travaux de terrain permet de montrer la complexité des situations, le poids de l'histoire et l'importance de la prise en compte de l'échelle locale, mais aussi de restituer aux " pauvres ", qui mobilisent des ressources et mettent en œuvre des stratégies de solidarité et de résistance, toutes leurs dimensions d'acteurs sociaux.

This comprehensive Handbook gives an overview of the political, social, economic and legal dimensions of citizenship in the Middle East and North Africa from the nineteenth century to the present. The terms citizen and citizenship are mostly used by researchers in an off-hand, self-evident manner. A citizen is assumed to have standard rights and duties that everyone enjoys. However, citizenship is a complex legal, social, economic, cultural, ethical and religious concept and practice. Since the rise of the modern bureaucratic state, in each country of the Middle East and North Africa, citizenship has developed differently. In addition, rights are highly differentiated within one country, ranging from privileged, underprivileged and discriminated citizens to non-citizens. Gaining prominence as a seaport under the Ottomans in the mid-1500s, the city of Mocha on the Red Sea coast of Yemen pulsed with maritime commerce. Its very name became synonymous with Yemen's most important revenue-producing crop -- coffee. After the imams of the Qasimi dynasty ousted the Ottomans in 1635, Mocha's trade turned eastward toward the Indian Ocean and coastal India. Merchants and shipowners from Asian, African, and European shores flocked to the city to trade in Arabian coffee and aromatics, Indian textiles, Asian spices, and silver from the New World. Nancy Um tells how and why Mocha's urban shape and architecture took the forms they did. Mocha was a hub in a great trade network encompassing overseas cities, agricultural hinterlands, and inland market centers. All these connected places, together with the functional demands of commerce in the city, the social stratification of its residents, and the imam's desire for wealth, contributed to Mocha's architectural and urban form. Eventually, in the mid-1800s, the Ottomans regained control over Yemen and abandoned Mocha as their coastal base. Its trade and its population diminished and its magnificent buildings began to crumble, until few traces are left of them today. This book helps bring Mocha to life once again.
