Cette thèse repose la question de la durabilité de la gestion des ressources communes dans les zones de montagne au Maroc. En s'intéressant aux systèmes d’irrigation communautaire, la recherche se focalise sur les réadaptions des modes ancestraux de gestion de l’eau, en fonction des conceptions locales de la durabilité, mais aussi en relation avec des dynamiques globales et des dynamiques locales. Les premières sont liées à l’évolution du modèle d’intervention de l’État vers des approches dites participatives, basées sur la création d’Associations des Usagers des Eaux Agricoles ; les deuxièmes découlent des changements au niveau des systèmes agraires, fortement induits par l’introduction massive de l’arboriculture irriguée. Sur la base d’études de cas conduites chez des communautés d’irrigants du Moyen Atlas, la thèse analyse les dynamiques institutionnelles à travers le processus de passage de la communauté à l’association des irrigants, elle adopte une approche constructiviste et emprunte des grilles d’analyse développées dans le cadre de la Théorie des Ressources Communes, comme outils heuristiques pour les besoins de la recherche. En ciblant le processus d’appropriation de l’association par les communautés, l’étude de terrain privilégie les données qualitatives et l’observation afin de mieux appréhender les différentes dimensions des changements en cours. Les acteurs sont placés au centre de l’analyse. Les résultats montrent que l’appropriation est possible, elle est alors le fruit de l’action collective, facilitée par la valorisation d’un ensemble de ressources locales constituant une sorte de capital global villageois. L'AUEA vient se greffer sur le mode de gestion communautaire. Elle devient une « association communautaire ». Une fois appropriée par la communauté, l’association contribue à améliorer la gouvernance locale et à dynamiser l’organisation communautaire, elle contribue ainsi à une redéfinition du développement local et des relations plus équitables avec l’extérieur, encore régies par la domination de la société globale.

The colonization of Algeria in the nineteenth century was premised on the belief that Europeans, as well as non-indigenous animals and plants, could acclimatize to life in North Africa. While traditional French science showed little interest in such practical matters as attempting to adapt exotic plants and animals to new environments, support came from the Societe zoologique d'acclimatation - the ""French Sierra Club"" - whose story is the subject of this book. Because its work was politically useful in support of France's colonial ambitions in Algeria and elsewhere, the Society found favor with Napoleon III's government, and its influence was soon widespread. For example, the Society fostered the creation of nature preserves in Africa and zoos in Paris, and its ideas changed the research agendas of pure science as well. In this major study of how the acquisition of empire affected French science, Michael A. Osborne treats in turn the founding of the Society and its evolution to 1920; its monument to Napoleon III's ""modern"" Paris, the Jardin zoologique d'acclimatation; the Society's core scientific ideology of Lamarckian transformation; the history of provincial acclimatization societies in Nancy and Grenoble; and the Society's activities in the colonies of the new French empire.
