Sie beleuchtet die Auswirkungen von E-Government auf die Strukturen und Prozesse in deutschen Kommunen und stellt die Frage, inwiefern diese digitalen Veränderungen die traditionellen Verwaltungsmodelle herausfordern und transformieren. Mit einem tiefgehenden Einblick in Max Webers Bürokratiemodell und dessen Anwendung im digitalen Zeitalter bietet diese Arbeit eine umfassende Analyse der (nicht-)intendierten Effekte von E-Government. Durch die Untersuchung von Fallstudien und der Einbindung aktueller Forschung wird ein komplexes Bild der kommunalen Verwaltungslandschaft in Deutschland und deren Wandel durch digitale Technologien gezeichnet. Die Arbeit schließt mit einer Diskussion über die Zukunft des E-Governments und dessen Rolle in der Schaffung effizienter, transparenter und bürgerfreundlicher Verwaltungsprozesse. Die rasante Digitalisierung und gesellschaftliche Veränderungen zwingen Kommunen zur Modernisierung. E-Government, die Nutzung von Informations- und Kommunikationstechnologien zur Verbesserung der öffentlichen Verwaltung, spielt eine immer größere Rolle. Dies geschieht vor dem Hintergrund eines komplexen VUKA-Umfelds, was die Herausforderungen für Kommunen verstärkt. Die Umsetzung von E-Government-Lösungen ist rechtlich komplex, mit EU-Recht wie der eIDAS Verordnung, der SDG-Verordnung sowie der EU-Richtlinie 2016/2102 und der PSI-Richtlinie sowie nationalen Gesetzen wie dem EGovG und dem OZG. Die EU-DSGVO sowie die Absicherung von Daten (Datensicherheit) sind ebenfalls zu beachten. Bei der Einführung von E-Government stehen Kommunen vor organisatorischen Herausforderungen, einschließlich IT-Infrastruktur, Schulung des Personals und effizienter Verwaltungsprozesse.

In front of you are the proceedings of the First International Conference on Electronic Government and Information Systems Perspective, EGOVIS.
