This third global survey of the WHO Global Observatory for eHealth (GOe) investigated how eHealth can support universal health coverage(UHC) in Member States. A total of 125 countries participated in the survey ? a clear reflection of the growing interest in this area. The report considers eHealth foundations built through policy development funding approaches and capacity building in eHealth through the training of students and professionals. It then observes specific eHealth applications such as mHealth telehealth electronic health records systems and eLearning and how these contribute to the goals of UHC. Of interest is the extent to which legal frameworks protect patient privacy in EHRs as health care systems move towards to delivering safer more efficient and more accessible health care. Finally the rapidly emerging areas of social media for health care as well as big data for research and planning are reported.

The Nordic eHealth Research Network was established in 2012 as a forum for policy makers and researchers to jointly work towards measurable policy goals and data that can be exploited to steer decision making related to goals and their implementation. This report describes first results of the Network: eHealth policy analysis and first common Nordic eHealth indicators. The results show similarities and also some differences in the eHealth policies, priorities and implementation. Interesting similarities and differences in availability and use of eHealth services in the Nordic countries were found with the first comparable eHealth indicators. The results create a basis for Evidence-based policy making as well as benchmarking and learning best practices from each other.

It is my great pleasure to introduce this special issue of LNSV comprising the sci- tific publications presented at ehealth 2009: The second Congress on Electronic Healthcare for the 21st Century, which took place in Istanbul, Turkey during September 23–25, 2009. Building on the first ehealth 2008 congress held in London, UK, the key topic of ehealth 2009 was investigating a realistic potential of the Internet in providing e- dence-based healthcare information and education to patients and global users. The proudly defined aim of ehealth 2009 –– bringing together the three medical sectors: academia, industry and global healthcare institutions –– was met and made the c- gress a truly unique event. The formal and informal discussions among the conference participants led to numerous stimuli for new collaborations. We accepted 26 full and 10 short technical presentations by speakers from all over the world, having received over 80 submissions. In addition to two keynotes, the commercial angle was provided by invited industrial speakers representing a wide range of healthcare IT companies including Corinne Marsolier of Cisco, Glenn Kenneth Bruun (CSAM Health), Luis Falcón (Thymbra) and Johan Muskens (Philips Research Europe), as well as international healthcare organizations such as Med-e-Tel represented by the international coordinator Frederic Lievens.
