Inhaltsangabe:Einleitung: „Nichts ist so beständig wie der Wandel“. Dieses Jahrtausende alte Zitat des griechischen Philosophen Heraklit von Ephesus, der circa (ca.) 540 bis 480 vor Christus (v. Chr.) lebte, beschreibt aktueller denn je den fortlaufend immer schneller werdenden Gesellschaftswandel in allen seinen Facetten. Antrieb erhält dieser rasche Wandel durch eine immer stärker ansteigende Lebenserwartung auf der einen Seite und einer sich kontinuierlich verringernden Geburtenraten auf der anderen Seite. Das Ergebnis dieser Entwicklung ist schon heute sichtbar und wird auch in naher Zukunft immer spürbarer werden. Zum Beispiel (z.B.) ist heutzutage jede zweite Frau älter als 39 Jahre und jeder zweite Mann älter als 37 Jahre. Im Gegensatz dazu wird im Jahr 2050 jede zweite Frau älter als 53 Jahre sein und jeder zweite Mann älter als 51 Jahre sein. Das langfristige Resultat dieses Wandels wird eine permanent abnehmende Bevölkerungsanzahl in Deutschland sein. Hierzu prognostizierte das Statistische Bundesamt Deutschland, dass bis zum Jahr 2030 voraussichtlich nur noch ca. 77 Millionen (Mio.) Menschen in der Bundesrepublik Deutschland (BRD) leben werden. Dieser Bevölkerungsrückgang entspricht gegenüber 2008 einem Minus von ca. 5 Mio. Menschen, was einem Rückgang von -5,7 Prozent (%) gleicht. Nicht nur die Einwohnerzahl wird sich ändern, sondern auch die strukturelle Zusammensetzung der Bevölkerungsgruppen. Dies zeigt sich am deutlichsten in der Bevölkerungsgruppe der unter 20 jährigen Jugendlichen. Hier werden in ca. 20 Jahren voraussichtlich 17 % weniger Teenager leben als gegenwärtig. Genauer betrachtet werden statt wie heutzutage 15,6 Mio. nur noch ungefähr 12,9 Mio. Jugendliche in einem Alter von unter 20 Jahren das zukünftige Fundament einer späteren Gesellschaft bilden. Die Personengruppe im erwerbstätigen Alter zwischen (zw.) 20 und 65 Jahren wird sich bis zum Jahr 2030 um 7,7 Mio. Bundesbürger (15 %) reduzieren. Im Gegensatz dazu erfährt die Altersgruppe der sogenannten 65+ Generation einen Zuwachs von 33 %. Hier ändert sich diese Bevölkerungsschicht von 16,7 Mio. im Jahr 2008 auf 22,3 % bis zum Jahr 2030. Hinzu kommt auch die zukünftige Wanderungsentwicklung in Deutschland. Bedingt durch Faktoren, wie die seit 2011 geltende Freizügigkeit der Arbeitnehmer innerhalb des Arbeitsmarktes der EU Staaten macht sowohl das Arbeiten im Ausland für Inländer als auch das Arbeiten im Inland für Staatsbürger anderer Nationen immer attraktiver. Die relevanten Handlungsfelder, denen sich das Personalmanagement in den Unternehmen stellen muss, werden beispielsweise die durch den Demographischen Wandel bedingte, zunehmende Heterogenit„t von Belegschaften, der daraus folgende Fachkr„ftemangel, aber auch eine m”glicherweise weitergehende Internationalisierung und damit verbundenen Kulturunterschiede sein. Darum muss das Hauptaugenmerk auf das ™konomische Prinzip, nicht nur aus der Sicht des Arbeitgebers wirtschaftsorientiert angewendet werden, sondern zunehmend auch arbeitnehmerorientiert. Ziel muss es werden, mit dem gegebenen, immer reifer und „lter werdenden Personal die Herausforderungen und gesetzten Aufgaben der Zukunft erfolgreich zu meistern. Aus diesem Grund wird knftig die Forderung nach Investitionen in Weiter-, Neu- und Umbildung gerade fr eine alternde Belegschaft zunehmend wichtiger. Darum muss die Unternehmensfhrung der Zukunft eine qualitativ und quantitativ neue Personalpolitik entwickeln, um das Unternehmen im permanenten Wettbewerb zukunftsorientiert optimal positionieren zu k”nnen. Zwar hat der berwiegende Teil der Arbeitgeber die besondere Relevanz des Demographischen Wandels und die daraus resultierende Notwendigkeit personalbezogener Žnderungen mit der Sicht auf die knftige „ltere Belegschaftszusammensetzung erkannt, jedoch hat der Wandel von der theoretischen Betrachtung in die praktische Umsetzung zur Sicherung und F”rderung der Leistungsf„higkeit und der Motivation „lterer Mitarbeiter bis jetzt nur sehr vereinzelt Einzug gehalten. Daher bernimmt dieses Buch eine Art analytische Brckenfunktion zw. Theorie und Praxis, die untersuchen soll, welche grundlegenden Ver„nderungen die Personalmanagementfunktionen wie Personalfhrung, Personalbeschaffung, Personalentwicklung und Personaleinsatz erwarten. Darber hinaus werden jeweilige Herausforderungen und M”glichkeiten abgeleitet, die anschlieáend anhand einer Marktuntersuchung in Form von mir gefhrten Interviews mit diversen Personalmanagern verschiedener Unternehmen mit derzeitig angewandten Personalmanagementkonzepten verglichen werden.
