The AQUASTAT programme has been initiated with the view of presenting a comprehensive picture of water resources and irrigation in developing countries. This report presents the results of a survey of the Near East Region taken in 1995 and 1996. The survey relied mostly on country-based statistics and information contained in sector studies and master plans. A general summary presents a regional analysis of water resources and irrigation in the Near East Region, and 29 profiles describe the situation in each country in more detail.

In sub-Saharan Africa, there is paucity of information on the potential of groundwater resources. The limited available information paints a pessimistic view about groundwater resources. Due to its perceived inadequate availability, groundwater is associated with domestic use but the potential for using it for agriculture is not well reflected in the national irrigation policies. Contrary to official pessimism, farmers do use groundwater for agriculture in many countries of sub-Saharan Africa including Ghana. This paper analyzes the current extent of use, economics, socioeconomic impacts, and constraints and opportunities of shallow groundwater irrigation based on the experiences of smallholders in the three micro-watersheds of the White Volta Basin in the Upper East Region of Ghana.

Disclaimer: The views expressed in this book are solely those of the author and do not necessarily reflect those of the Coalition of Chiefs for Bono East Region. Political administrative regions are created in response to complex economics, politics, and endless array of forces. In a developing country such as Ghana, region creation is primarily seen as part of a broad process of industrialization as a result of spatial dynamics of population and economic activity. New regions affect population dynamics as, for instance, when businesses extend their presence and operations into them. This increases the population of the existing districts and municipals within the region. Those districts and municipals that become too big may be split up into smaller units. Thus, the new district and municipal assemblies join the existing ones to spread socioeconomic development across the country through local governance. This helps fulfill the core mandate of districts and municipals, as drivers of socioeconomic development. To help minimize historical distortion, this book tells about the untold story behind the Bono East Region and the impressive contributions made by certain individuals. This will serve as their legacy so that future generations can read about those contributions and accord them their rightful places in history.

When P.V. Narasimha Rao and Manmohan Singh launched India's "Look East" policy, it was only the first stage of the strategy to foster economic and security cooperation with the United States. But "Looking East" became an end in itself, and Singapore a valid destination, largely because of Lee Kuan Yew. He had been trying since the 1950s to persuade India's leaders that China would steal a march on them if they neglected domestic reform and ignored a region that India had influenced profoundly in ancient times. With his deep understanding of Indian life, close ties with India's leaders from Jawaharlal Nehru on, and sound grasp of realpolitik, Lee never tired of stressing that Asia would be "submerged" if India did not "emerge." Looking East to Look West recounts how India and Singapore rediscovered long-forgotten ties in the endeavour to create a new Asia. Singapore sponsored India's membership of regional institutions. India and Singapore broke diplomatic convention with unprecedented economic and defence agreements that are set to transform boundaries of trade and cooperation. This book traces the process from the earliest mention of Suvarnadbhumi in the Ramayana to Lee Kuan Yew's letter to Lal Bahadur Shastri within moments of declaring independence on 9 August 1965, from the Tata's pioneering industrial training venture in Singapore to Singapore's Information Technology Park in Bangalore. It explains the part Lee played in India's emergence as a player in the emerging Concert of Asia. History comes alive in these pages as Sunanda K. Datta-Ray, who had eight long conversations with Lee Kuan Yew, tells the story in the words of the main actors and with a wealth of anecdotes and personal details not available to many chroniclers.
