Europe's economic and political landscape is changing dramatically. The demise of the socialist CMEA and the USSR has allowed eastern European economies to open up and caused Russia/the CIS to engage in a series of difficult reforms which have been supported by the G-7 and the International Monetary Fund plus the World Bank on the one hand, and, on the other hand, by the EU and the EBRD. While some of the (early) Visegrad countries apparently were rather successful in their transition attempt, systemic transition approaches in other countries - Romania and Bulgaria - and, above all, in Russia largely were a failure. Economic hardship, social unrest, political radicalization and the international spreading of criminal activities can be identified as problems from the failure of Russia's first transition attempt. This book deals - from an international perspective - with the postsocialist countries in Europe, i. e. there is a focus on eastern enlargement and on Russia on the one hand, on the other hand the topic is which international influences and effects will emerge from EU enlargement and the Russian transition. While chapter A exclusively deals with major problems of eastern enlargement and the policy options for dealing with this difficult problem, chapter B is devoted to the Russian transformation crisis. There the analysis has a focus on Russia in its own right but also on the potential negative spillovers of a Russian transformation disaster which could occur in the late 1990s.

This collection of essays by a multinational group of authors examines the political, social and economic consequences of the most recent enlargement of the European Union. It does not confine itself to a discussion of the impact on the new member states but also considers the likely effects of this enlargement on the EU itself. The effects of the Eastern enlargement, the biggest so far, are still felt across the European Union (EU). Many warned the EU was about to overreach the limits of its integration capacity. More than a decade later, this book presents a broad-based and systematic evaluation of the 2004–2007’s enlargement and its impact on the EU. In contrast to widespread scepticism, our results show that the EU’s integration capacity has been strong. Credible accession conditionality and pre-accession assistance have had a positive impact on democracy, governance capacity, and economic transformation, at least before accession. After accession, EU institutions have proven resilient. Eastern enlargement has not affected negatively the legislative capacity of the EU. It has not led to a deterioration of compliance and implementation of EU law either; initial differentiated integration has quickly returned to normal levels. This generally positive assessment stands in stark contrast with increasing public opposition to future EU enlargements. We identify some less known sources of such opposition: the lack of communication and political debate about enlargement between EU leaders and their citizens. Public opposition undermines the credibility of EU conditionality, which is crucial for having a positive impact on neighbouring countries in the future. The chapters in this book originally appeared in a special issue in the Journal of European Public Policy.

The Eastern Enlargement of the EU identifies the major fiscal challenges facing Central European countries on the road to European Union accession. The Introduction and three other chapters are on broad macro-economic issues, and four `sectoral' chapters follow these on such questions as the fiscal impact of pensions, health reform, taxation and agricultural policies. A comprehensive analysis of tax systems and of the major elements of public social expenditures (pensions and health care systems) is presented.
