Knowing the condition of natural resources in national parks is fundamental to the National Park Service's (NPS) ability to manage park resources “unimpaired for the enjoyment of future generations.” Beginning in 1992, with additional support by the 1999 Natural Resource Challenge, the NPS implemented a strategy to institutionalize natural resource inventory and monitoring. The effort was undertaken to ensure that the more than 270 park units with significant natural resources possess the information needed for effective, science-based resource management decision-making. The national strategy consists of a framework having three major components: 1) completion of basic resource inventories upon which monitoring efforts can be based; 2) creation of experimental prototype monitoring programs to evaluate alternative monitoring designs and strategies; and 3) implementation of ecological monitoring in all parks with significant natural resources.

Natural resource managers face a complex decision-making environment characterized by the potential occurrence of rapid and abrupt ecological change. These abrupt changes are poorly accommodated by traditional natural resource planning and decision-making processes. As recognition of threshold processes has increased, contemporary models of ecological systems have been modified to better represent a broader range of ecological system dynamics. Key conceptual advances associated with the ideas of non-linear responses, the existence of multiple ecological stable states and critical thresholds are more likely the rule than the exception in ecological systems. Once an ecological threshold is crossed, the ecosystem in question is not likely to return to its previous state. There are many examples and a general consensus that climatic disruptions will drive now stable systems across ecological thresholds. This book provides professional resource managers with a broad general decision framework that illustrates the utility of including ecological threshold concepts in natural resource management. The National Park Service Inventory and Monitoring Program within the Eastern Rivers and Mountains Network (ERMN) has identified a number of vital signs to monitor the health of terrestrial and aquatic systems. Riparian plant communities are one of fourteen vital signs identified by the ERMN for long-term ecological moniroting. The purpose of this report is to provide background information on these communities for the five riverine parks included within ERMN: Upper Delaware Scenic and Recreational River (UPDE), Delaware Water Gap National Recreational Area (DEWA), Bluestone National Scenic River (BLUE), Gauley River National Recreation Area (GARI), and New River Gorge National River (NERI), for use in developing a monitoring program for riparian plant communities.

The conservation and protection of natural resources requires monitoring of temporal and spatial variability of ecosystem conditions, particularly with regard to human-induced stressors. The National Park Service (NPS) received a science mandate from Congress with the passing of the 1998 National Parks Omnibus Management Act and created the Inventory and Monitoring (I&M) Program. A primary role of the I&M Program is to collect, organize, and make available natural resource data and to contribute to the NPS's institutional knowledge by facilitating the transformation of data into information through analysis, synthesis, and modeling (NPS 2006a).
