Nel cammino partito da Kyoto e diretto a Copenaghen, passando per il nuovo corso di Obama, ci sono tanta documentazione, tanti interventi, tante posizioni, tanti conflitti. Ma poche visioni sistematiche e divulgative, che permettano di farsi un'idea completa su quale sia stata, sia e sarà la politica europea per l'energia e la lotta ai cambiamenti climatici. Eppure proprio le politiche in questo settore sono diventate ormai il crocevia di una serie di interventi che toccano buona parte delle principali politiche comunitarie: ambiente, commercio internazionale, mercato interno, concorrenza, industria, consumatori, ricerca, agricoltura. Il libro colma di fatto una lacuna informativa e conoscitiva, presentando le tappe, anche quelle recentissime, che hanno portato all'elaborazione di azioni mirate a raggiungere obiettivi legati a problemi urgenti, che potevano trovare soluzioni solo a livello europeo. Un quadro in cui viene innanzitutto superata la tradizionale contrapposizione tra industria e ambiente: anzi, lo sviluppo delle nuove tecnologie, indispensabili per realizzare gli obiettivi della nuova politica, è considerato uno degli strumenti principali per rilanciare la competitivit e creare nuove opportunit di crescita e occupazione. L'autore non evita tuttavia di affrontare i nodi problematici che caratterizzano la nuova politica europea, quali, per esempio, l'incrociarsi di interessi nazionali e sovranazionali; il peso dell'Europa rispetto al resto del mondo; i nuovi equilibri internazionali alla luce della rivoluzione verde di Obama; l'effettivo impatto socio-economico delle tecnologie verdi, il realismo degli obiettivi.
