La formación del mundo rural colombiano ha contado con un conjunto de agriculturas campesinas, productoras en particular de alimentos, así como con un empresariado generador de bienes agrícolas exportables y materias primas para las agroindustrias. En este proceso han incidido políticas estatales para el acceso a las tierras, fundamentalmente favorables a la gran propiedad, así como medidas que propiciaron transferencias tecnológicas a los diferentes sectores vinculados con la producción de los exportables y materias primas, y en menor medida, a los productores de alimentos. El entrecruzamiento de los enfrentamientos en torno a la apropiación de las tierras con las confrontaciones partidistas condujo a uno de los conflictos sociales armados más prolongados de la historia de América Latina, el cual ha tenido alcances internacionales al hacer convergencia con la Guerra Fría. En este contexto surgió la propuesta de una reforma agraria corno salida a los problemas políticos y económicos derivados de la concentración de la propiedad. Los sectores dirigentes han ejercido una rotunda oposición a la redistribución de la tierra, optando por las colonizaciones de los bordes de la frontera agraria. Las colonizaciones, sin apoyo efectivo del Estado, facilitaron la Vinculación del país a la economía internacional del narcotráfico en auge, gracias a las políticas dirigidas hacia el control de los movimientos sociales antibelicistas. La ampliación de la producción y comercialización de psicotrópicos animó los conflictos ya existentes en el campo y condujo a una guerra que habría de traducirse en el afianzamiento de la concentración de la propiedad agraria a costa del éxodo de más de siete millones de campesinos. Su expulsión, además de afectar la producción de alimentos, ha contribuido a la informalización y precarización del empleo. Estos sectores sociales, a pesar de las restricciones que los afectaron, habían alcanzado elevados niveles de participación en la satisfacción alimentaria del país, pero estos logros resultaron vulnerados por la implantación de las políticas de liberalización comercial, las cuales tendrían su más completa expresión en los tratados de libre comercio, en pleno desarrollo al iniciarse la década de 2010, marcando un profundo deterioro en la producción alimentaria del país.

This study discusses an original proposal aimed at critically analyzing the power relations that exist in contemporary agriculture. The author endeavors herein to clarify some of the strategies that industrial agribusiness, in collusion with the state and multilateral structures, sets in motion in order to functionalize the lives of millions of farmers, so that their bodies, enunciations, and sensibilities can be repurposed in accordance with the dynamics of capital accumulation. The argument is based on the idea that agro-extractivism cannot be thought of exclusively as an economic-political and technological system, but as a complex interweaving of cultural meanings, aesthetics, and affections, which, amalgamated under the abstract name of "development", act as a support for the whole system's scaffolding. The book also explores the other side of the coin, describing how, and under what conditions, social movements are responding to the calamities generated by this model. The central thesis is that many ongoing agroecological processes are providing one of the most interesting guidelines at present for visualizing transitions towards post-development, post-extractivism, and the construction of multiple worlds beyond the sphere of capital. Political ecology of agriculture joins the calls that question the cultural project of modernity and the predatory sense imposed by the globalized food empire, and invites recognition of the importance of agroecology in the context of the end of the fossil-fuel era and the likely collapse of our industry-based civilization.

Land reforms are laws that are intended, and likely, to cut poverty by raising the poor’s share of land rights. That raises questions about property rights as old as moral philosophy, and issues of efficiency and fairness that dominate policy from Bolivia to Nepal. Classic reforms directly transfer land from rich to poor. However, much else has been marketed as land reform: the restriction of tenancy, but also its de-restriction; collectivisation, but also de-collectivisation; land consolidation, but also land division. In 1955-2000, genuine land reform affected over a billion people, and almost as many hectares. Is land reform still alive, for example in Bolivia, South Africa and Nepal? Or is it dead and, if so, is this because it has succeeded, or because it has failed? There has been massive research on land reform and this book builds on some surprising findings. Small farms’ share in land is rising in most of Asia and Africa. This is not driven (as widely claimed) by growth in rural population or farm productivity, but by the relative efficiency of small farms, and in some cases by land reform. Whether land reform helps the poor depends not only on land transfers, but at least as much on its effects through employment, non-farm activity, GDP growth and distribution, as well as the village status and power of the poor. Avoidance, evasion and even distortion of land reform laws sometimes advance their main aims. Liberalisation and its accompaniments (such as supermarkets) can be powerful friends or fatal foes of small farms and land reform. This book will be of great interest to students, researchers and consultants working on agriculture, farm organisation, rural development and poverty reduction, with special emphasis on developing countries.
