Depois de um longo período de optimismo entre 1986 e 2000, o pessimismo sobre a economia portuguesa está de regresso. Há razões para isso: nos últimos dez anos, em comparação com os países mais ricos, perdemos um terço do caminho que havíamos recuperado até ao ano 2000. Continuamos em plena década perdida. Neste livro, a evolução da economia portuguesa é analisada desde os anos finais do Estado Novo até à actualidade. Conclui-se que, se desde o 25 de Abril convergimos muito rapidamente em termos institucionais com a Europa desenvolvida (na instauração da democracia e do Estado-Providência), o mesmo não sucedeu em termos económicos. O balanço é decepcionante e as perspectivas de futuro nada animadoras. Para a resolução do seu problema económico, o país necessita de se confrontar com decisões políticas extremamente complexas e de grande alcance, que não se vislumbra que venham a ser tomadas nos próximos tempos. A década perdida aqui está – e parece que veio para ficar.

Há quinze anos que a economia de Portugal não cresce. Apesar da expansão nos anos de 1950 a 1973 e da segunda metade da década de 1980, assim como de uma evolução razoável após a intervenção da troika e antes da Covid-19, o PIB per capita estagnou desde 2005. Dado este comportamento medíocre, a economia portuguesa tem divergido face à média europeia e os indicadores sociais do país têm melhorado muito lentamente. O presente ensaio actualiza uma radiografia crucial iniciada em 2010. Na raiz e complexidade do problema da economia portuguesa, identifica a fraca produtividade, decorrente da protecção do sector não-transaccionável, a que não são alheios os grandes projectos políticos pós-revolução: o Estado-Providência, a União Europeia e o euro. E avisa: o regresso da dependência do cordão umbilical das transferências europeias para manter um ritmo mínimo de crescimento económico não é garantia de uma evolução sustentada. Portuguese democracy is now celebrating its 50th anniversary. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis. The volume is accessible to a broad academic audience, with chapters examining economic, political, social and foreign policy issues, for scholars interested in an analysis of Portugal’s emergence from the economic crisis.
