This book highlights some of the main areas of debate around the subject of agricultural policy in Eastern Africa. Its major aim is to introduce the reader to different issues of economic and social change arising from agricultural development and to provide an understanding of some of the major difficulties faced by African countries in pursuing an agricultural policy. Agricultural policy is analyzed by creating a contextual framework in light of the major policy documents of the World Bank to formulate an understanding of the developmental issues pertaining to agriculture. This is not meant to be a comprehensive study of agricultural policy but a mode of analysis in which broad sector agricultural policies can be viewed as a potentially active agent of social change and development.

In volume 2 of the "Afrika-Studien" an appraisal of the agricultural development policy in Tanganyika (now Tanzania) from 1950 to 1963 was made. This report is a continuation of the work in East Africa, with the emphasis lying on a tentative quantitative assessment of costs and benefits of smallholder development. There are few countries in Africa south of the Sahara where as many and as various measures for the promotion of small holder farming have been tried as consistently and intensively as in Kenya. In particular the "Swynnerton Plan" led to the employment of substantial sums in African farming. Some of the approaches have been highly success ful, others not. It is the purpose of this report to inform about aims and institutions, methods and difficulties, costs and benefits. Prof. Dr. EMIL WOERMANN Institut fiir landwirtschaftliche Betriebs- und Landarbeitslehre, Gottingen Acknowledgements As usual with reports of this nature, my main debt is to a great number of smallholders, settlers, scheme managers, Agricultural Officers and Instruc tors who so willingly discussed their problems with me and thus provided the information on which this report is based. I am most grateful for the support rendered by the various Departments of the Kenya Government. A debt of gratitude is owed particularly to the Fritz Thyssen Foundation, Cologne, which provided the funds and to the Ifo-Institute, Munich, which provides the institutional framework for German economic research work in East Africa. Most valuable advice and criticism was given by Mr. ]. D.

This volume is a collection of selected studies on poverty and well-being in East Africa. Using a multidimensional approach, the authors hope to provide a broad view of poverty and a thorough account of the variables that contribute to it. As opposed to traditional studies of poverty, which focus mainly on material well-being, this volume includes criteria such as material standard of living, health, education, housing, personal security, access to information, freedom, participation in organization, corruption, trust, and employment. The studies highlighted in this volume are grouped into the following four research areas: child poverty and malnutrition, dynamics and determinants of poverty, multidimensional measures of poverty, and energy-environment-poverty relationships. Together, these studies provide a comprehensive picture of the state of multidimensional poverty, its measurement, causal factors, and policies and practices in Burundi, Cameron, Ethiopia, Kenya, Madagascar, Malawi, Mozambique, Nigeria, Rwanda and Tanzania. The methodology utilized in the studies is diverse as well, ranging from econometric analysis to decision theory, to neoclassical growth models. This book is geared towards students and researchers interested in economic development, welfare, and poverty in Africa as well as policy makers and members of NGOs and international aid agencies.
