This book examines the relationship between population policies and individual reproductive decisions in low-fertility contexts. Using the case study of Singapore, it demonstrates that the effectiveness of population policy is a function of competing notions of citizenship, and the gap between seemingly neutral policy incentives and the perceived and experienced disparate effects. Drawing on a substantial number of personal interviews and focus groups, the book analyzes the developmental welfare state’s overarching emphasis of citizen responsibility, and examines population policies that reinforce social inequalities and ignore cultural diversity. These factors combine to undermine elaborate state policy efforts in encouraging citizens’ biological reproduction. The book goes on to argue that in order to facilitate positive fertility decisions, the state needs to modify the “economic production at all cost” approach and pay much more attention to the importance of social rights. This suggests that the Singapore government might profitably approach the phenomenon of very low fertility with major initiatives similar to those of other advanced industrialized societies. This book offers a significant contribution to the literature on social policy, East Asian and Southeast Asian studies.

This paper analyzes the impact of citizenship laws on economic development. We first document the evolution of citizenship laws around the world, highlighting the main features of jus soli, jus sanguinis as well as mixed regimes, and shedding light on the channels through which they could have differentiated impact on economic development. We then compile a data set of citizenship laws around the world. Using cross-country regressions, panel-data techniques, as well as the synthetic control method and subjecting the results to a battery of tests, we find robust evidence that jus soli laws—being more inclusive—lead to higher income levels than alternative citizenship rules in developing countries, though to a less extent in countries with stronger institutional environment.

In the largest study of profit-sharing and employee ownership in years, Joseph R. Blasi, Richard B. Freeman and Douglas L. Kruse investigated dozens of large- and medium-sized companies across all sectors of the United States' economy. The ten-year effort involved nearly 50,000 employees, and the findings were unequivocal: when rank-and-file employees - not just top executives - are given an ownership stake in their company, the result is better worker engagement, more loyalty, more innovation, and drastically lower turnover. The common notion that profit sharing creates a free rider mentality among workers proves totally unfounded. In The Citizen's Share, Blasi, Freeman and Kruse argue that the concept of employee ownership has deep roots extending back to the political and economic vision of America's founders. Thomas Jefferson, for example, conceived of the Louisiana Purchase as a path that would lead to widespread economic independence through individual land ownership. The authors discuss the founding generation's seminal ideas about personal economic independence, explain how we have strayed from those ideas, and propose practical solutions for bringing employment practices back in line with the nation's founding principles.
