This paper examines prerequisites for a successful interstate economic corridor development program in a country with a federal system of government through an in-depth study of the design, implementation, and the developmental impact of the Northern Corridor Economic Region (NCER) in Malaysia that encompasses the states of Penang, Kedah, Perak, and Perlis. The analysis suggests that the NCER has the potential to leverage on the core strengths of the state of Penang--global connectivity, mature business ecosystem with a strong presence of multinational enterprises, and sizable talent pool--in order to redress the widening interregional and urban-rural development divide. While it is too early to assess the full outcome of NCER initiative, a potential problem looms in the future. The Northern Corridor Implementing Authority (NCIA), charged with implementing projects in the NCER, is structured with no formal positions allotted to planning officials from the member states. This will not pose problems in implementing projects that are in broad alignment with the interest of the states. Conflicts will arise, however, when state and NCIA views on projects differ. This potential problem can be overcome by restructuring the NCIA to allow for the formal inclusion of planning representatives from member states.

The question underlying the entirety of this publication is: "How can viable economic corridors be called into existence by dint of government and multilateral support?" The authors answer this question by examining the experience of economic corridor development of different regions from across continents. There are important lessons to be learned for successful corridor development from the experiences of the European Union and South Asia Subregional Economic Cooperation regions. In each case, detailed models were constructed to assess the economic impact of corridor investments. What emerged from a consideration of these two cases (as well as broader discussions) was a framework for evidence-based policy analysis. When key policy makers and stakeholders pursue measurable outcomes for the development of regional economic corridors, the model and data framework (at a standard economic scale of relevance) allows for an investment-relevant development of scenarios, which will be monitored within an effective organizational process. Such a process, with all the elements of an evidence-based policy in place, is highly likely to generate successful economic corridor development, which would realize envisaged opportunities within the regions. Two priority regions in Asia, the Greater Mekong Subregion and the Central Asia Regional Economic Cooperation, face different opportunities.

The East–West Economic Corridor (EWEC) was launched in 1998 as a flagship initiative of the Greater Mekong Subregion. EWEC has since achieved many of its infrastructure targets and must now be transformed from a transport corridor into an economic corridor. This report reviews and updates the Pre-Investment Study for EWEC conducted in 2001. It consolidates the interests and concerns of stakeholders into a revised and updated strategy and action plan to provide a vision and framework, improve coordination, and assist in mobilizing resources for EWEC development. Preparation of this revised and updated strategy and action plan for EWEC involved a series of consultations with government officials of EWEC countries and representatives of the private sector, nongovernment organizations, and development partners. These consultations culminated in a regional workshop held on 24 April 2009 in Khon Kaen, Thailand. The revised and updated strategy and action plan for EWEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

The North–South Economic Corridor (NSEC), one of the priority economic corridors under the Greater Mekong Subregion (GMS) Economic Cooperation Program, was designated as a GMS flagship initiative in 2002. Efforts have been taken since then to develop NSEC but these were pursued mainly on a project-by-project basis. Consultations in NSEC countries were started in the last quarter of 2007 to initiate a holistic approach to the development of NSEC. The strategy and action plan for NSEC is the product of these and subsequent consultations with government officials, representatives of the private sector, and other stakeholders in these countries. Besides providing a vision and framework for developing NSEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for NSEC development. The strategy and action plan for NSEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

Economic corridors connect economic agents along a defined geography and region. They provide important connections between economic nodes or hubs that are usually centered in urban landscapes. The report lays out modeling approaches and experiences for economic corridor development, and for prioritizing potential policies and interventions which combine for regional distributions of economic impacts. What economic corridors can achieve for regional economic integration depends first on what characteristics the specific existing economic networks in which the economic corridors are embedded personify, and second on which characteristics corridor development are intended to introduce or strengthen. Corridor characteristics interact dynamically to create patterns of regional economic development. Models that make this interaction explicit have combined elements of the New Economic Geography (nonlinear and General Equilibrium elements). The Asian Development Bank has a significant stake in the successful application of corridor development approaches with an annual investment of $2 billion or more in regional cooperation and integration.

The post-industrial revolution has changed global economic and environmental conditions. Globalization has helped to boost resource productivity and accelerated individual nations’ economic development and levels of connectedness to one another. The One Belt One Road (OBOR) initiative, for example, is an ambitious economic growth and business venture aimed at increasing the integration of various countries across Africa, Asia, and Europe. The Chinese authorities term it the "Century project," as OBOR stretches around 78 nations globally. The China-Pakistan Economic Corridor (CPEC) is another example of economic integration, emphasizing connections to Africa and West Asia as economic markets. It remains apparent that economic growth and energy sources (mainly fossil fuels) are the primary drivers of climate change. However, only a limited fraction of initiatives have been taken to convert such energy systems to carbon-neutral sources.
