Why are small and culturally homogeneous nation-states in the advanced capitalist world so prosperous? Examining how Denmark, Ireland, and Switzerland managed the 2008 financial crisis, The Paradox of Vulnerability shows that this is not an accident. John Campbell and John Hall argue that a prolonged sense of vulnerability within both the state and the nation encourages the development of institutions that enable decision makers to act together quickly in order to survive, especially during a crisis. Blending insights from studies of comparative political economy and nationalism and drawing on both extensive interviews and secondary data, Campbell and Hall support their claim by focusing on the three states historically and, more important, in their different responses to the 2008 crisis. The authors also devote attention to the difficulties faced by Greece and Iceland. The implications of their argument are profound. First, they show that there is a positive side to nationalism: social solidarity can enhance national prosperity. Second, because globalization now requires all states to become more adaptable, there are lessons here for other states, large and small. Lastly, the formula for prosperity presented here is under threat: highly homogeneous societies face challenges in dealing with immigration, with some responding in ways that threaten their success. The Paradox of Vulnerability demonstrates how the size and culture of a nation contribute in significant ways to its ability to handle political and economic pressures and challenges.

What explains the rise of populist nationalism in the contemporary phase of globalized development? Drawing on Karl Polanyi’s study of the great transformation, The Rise of the Capital-state and Neo-nationalism argues that populist nationalism is a societal reaction to the pro-market structural changes in the political economies of nation-states – conceptualized as the capital-state transformation. Oleksandr Svitych shows that there is an inextricable link between free market reforms, declining state legitimacy, and identity-based mobilization. Examining four case studies (Australia, France, Hungary, and South Korea) through a mixed method approach, the book finds that discontented voters gravitate toward populist neo-national political forces and embrace identity-based solutions – often in exclusivist and scapegoating forms – to harness their anxieties and insecurities triggered by the capital-state restructuring. Populist nationalism of both the left and the right has emerged to compensate for the real and perceived inability of the state to shield citizens from the corrosive effects of market fundamentalism. The recent financial crisis has demonstrated that governments continuously seek to steer their economies rather than leaving them to free markets. Despite the ambitions of international economic cooperation, such interventionism is decidedly local. Some politicians even proudly evoke "economic patriotism" to justify their choices. This volume links such populism to a specific set of tensions – the paradox of neo-liberal democracy – and argues that the phenomenon is ubiquitous. The mandate of politicians is to defend the economic interests of their constituents under conditions where large parts of economic governance are no longer exclusively within their control. Economic patriotism is one possible reaction to this tension. As old-style industrial policy and interventionism gained a bad reputation, governments had to become creative to assure traditional economic policy objectives with new means. However, economic patriotism is more than just a fashionable word or a fig leaf for protectionism. This volume employs the term to signal two distinctions: the diversity of policy content and the multiplicity of territorial units it can refer to. Comparing economic interventionism across countries and sectors, it becomes clear that economic liberalism will always be accompanied by counter-movements that appeal to territorial images.
