This paper sheds new light on internal migration processes by estimating migration flows for 31 countries, focusing on step migration and on return migration back to rural areas from urban areas. The approach is to estimate the shares of the population (by gender) that move or stay in rural and urban areas over three periods (childhood and two forward periods). Using data from Demographic and Health Surveys (DHS), the estimation was done with an information-theoretic procedure using maximum-entropy econometrics to estimate migration frequencies by population groups. Sizeable urban to rural migration flows are found, with rural returnees often contributing substantially to urban-to-rural flows. This phenomenon is more pronounced in countries in relatively early phases of development, and among male migrants. The analysis also confirms anecdotal evidence that migrants move in several steps and that internal migration patterns vary considerably according to gender; however, in countries that are further along the path of structural transformation, and particularly urbanization, the magnitude of migration flows appears to be similar across genders.

The report argues that internal migration can play an important role in poverty reduction and economic development; internal migration should therefore not be controlled or actively discouraged. Policy should instead concern itself with ways of maximizing the potential benefits of migration to the individual concerned and society at large. While there have been few formal efforts to estimate the economic contribution of migrant labour, it is evident that many developing countries would probably not have had the roads, buildings, manufacturing and trade centres that they have today had it not been for migration.

Migration is an expanding global reality, one that allows millions of people to seek new opportunities. But it also involves challenges for migrants and for societies, both in areas of origin and of destination. This report analyses migratory flows – internal and international – and how they are linked to processes of economic development, demographic change, and natural-resource pressure. The focus is on rural migration, the many forms it takes and the important role it plays in both developing and developed countries. This book offers an in-depth analysis of how governments in vulnerable regions respond to climate migrations. The author argues that, despite the newness of the discipline, responding to hydro-meteorological disasters at the sub-state level is fairly old and institutionalised. Using the example of India, and the State of Assam, the author demonstrates how existing rights-based frameworks are used as norms for governing climate migrations. However, these normative frameworks become futile when the sub-state simultaneously contests the status of climate migrants as legitimate citizens. Instead, the responsibility is replaced with pity-making and the state becomes an empathetic spectator - who understands the misfortune but refuses to be held accountable for either the development or protection of those worst affected by climate change. Those who migrate due to climate change often find themselves stripped of their lands (because of erosion) and their political belonging to the society. The volume will be useful for those studying climate migrations and disaster responses to better understand how communities which are most affected by climatic disasters may not even have a right to have rights against the State they found themselves in. Ritumbra Manuvie is a Senior Researcher and Lecturer of Law at the University of Groningen, The Netherlands. The author studied migration, citizenship, and belonging in Assam during her doctoral work at the University of Edinburgh. She is currently part of the ELSA - North Netherlands lab which aims to study Ethical, Legal, and Socio-political factors that influence the usage of AI in the health sector.
