Even minute increases in a country's growth rate can result in dramatic changes in living standards over just one generation. The benefits of growth, however, may not be shared equally. Some may gain less than others, and a fraction of the population may actually be disadvantaged. Recent economic research has found both positive and negative relationships between growth and inequality across nations. The questions raised by these results include: What is the impact on inequality of policies designed to foster growth? Does inequality by itself facilitate or detract from economic growth, and does it amplify or diminish policy effectiveness? This book provides a forum for economists to examine the theoretical, empirical, and policy issues involved in the relationship between growth and inequality. The aim is to develop a framework for determining the role of public policy in enhancing both growth and equality. Even in impoverished countries lacking material and human resources, P. T. Bauer argues, economic growth is possible under the right conditions. These include a certain amount of thrift and enterprise among the people, social mores and traditions which sustain them, and a firm but limited government which permits market forces to work. Challenging many views about development that are widely held, Bauer takes on squarely the notion that egalitarianism is an appropriate goal. He goes on to argue that the population explosion of less-developed countries has on the whole been a voluntary phenomenon and that each new generation has lived better than its forebears. He also critically examines the notion that the policies and practices of Western nations have been responsible for third world poverty. In a major chapter, he reviews the rationalizations for foreign aid and finds them weak; while in another he shows that powerful political clienteles have developed in the Western nations supporting the foreign aid process and probably benefiting more from it than the alleged recipients. Another chapter explores the link between the issue of Special Drawing Rights by the International Monetary Fund on the one hand and the aid process on the other. Throughout the book, Bauer carefully examines the evidence and the light it throws on the propositions of development. Although the results of his analysis contradict the conventional wisdom of development economics, anyone who is seriously concerned with the subject must take them into account.

This study shows empirically that gender inequality and income inequality are strongly interlinked, even after controlling for standard drivers of income inequality. The study analyzes gender inequality by using and extending the United Nation’s Gender Inequality Index (GII) to cover two decades for almost 140 countries,. The main finding is that an increase in the GII from perfect gender equality to perfect inequality is associated with an almost 10 points higher net Gini coefficient. For advanced countries, with higher gender equity in opportunities, income inequality arises mainly through gender gaps in economic participation. For emerging market and developing countries, inequality of opportunity, in particular in education and health, appear to pose larger obstacles to income equality.

This book examines potential economic opportunities that countries can experience when fertility rates fall and the average life expectancy of the working age population increases. It presents detailed demographic and economic analysis of middle-income countries throughout the world in order to show how these countries can take advantage of this demographic bonus. The book first traces the common link between policies that contribute to fertility transition as well as create the right kind of environment for reaping the benefit of demographic dividend. Next, it explores different countries and regions who are at different levels of development. It assesses the long term impact of gender equality on economic growth and development in Latin America; describes the life-cycle saving patterns of Mexican households; and examines demographic determinants of economic growth in BRICS. The book also offers demographic and economic analysis of the Mediterranean area, Sub-Saharan Africa, and New Zealand. The comparison between the different territorial contexts allow for the identification of three typologies of demographic dividend: the first dividend, when the working population grows faster than total population, the second dividend, as active generations get older and invest their savings in the production system of their country, and the third dividend, based on the coexistence of two populations age structure strongly contrasting. Overall, this book argues for the need to capitalize on the opportunities that come from the demographic dividend by investing heavily in education programs, training programs for the population working age, health programs, the creation of health insurance systems as well as programs to reduce or increase fertility levels.

This book focuses on the links between family, education, and employment systems in the Asian developed economies, proposing that these three systems and their interrelations are powerful factors causing the low fertility in Asia. The phenomenon of low fertility has been widely observed in developed countries, and the birthrate in Asian countries is among the lowest in the world. Although these countries have implemented measures to counter the falling birthrate, the expected effect has not yet been achieved. Moreover, Asia has seen a rapid decrease in the number of marriages. To promote effective countermeasures, it is necessary to clarify the factors influencing the low birthrate and decline in the number of marriages. Based on a statistical analysis of survey results mainly from Japan, South Korea, and Singapore, this book discusses several important points. First, because the family system is strong, cohabitation and children born to single mothers are not socially accepted. Further, mothers play a strong role in fulfilling expectations for children’s education. Second, the popularization of higher education and intense academic competition, which have been a driving force for rapid economic growth, have led to many parents opting to have fewer children, as the cost of education is high. Lastly, wage disparity is large and employment stability is a matter of concern. These factors increase competition within education and, in turn, make it difficult for the young generation to choose marriage. Within the employment environment, balancing work and family life is problematical, especially for women.
