First Published in 2005. The aim of this book is to provide an introduction to and interpretation of the development of the Canadian economy since European settlement. The main contrast between the book’s view and previous interpretations of Canada’s economic past is that, instead of emphasizing the continuity of Canadian economic development (with staple exports playing the leading role), the focus is on the transition from the sparsely populated colonial economy of the early nineteenth century to the modern economy ranking among the seven largest market economies whose leaders now meet for economic summits.

Harry G. Johnson is best known as one of Canada's most respected economists, particularly for his research on international trade and finance and monetary policy. But Johnson was also a prolific and influential public intellectual. A sharp and popular polemicist, he wrote on a wide range of subjects, from advertising to affluence to foreign investment, and was published in Punch and The Spectator as well as all the leading economic journals. The Canadian Quandary is a collection of "unbuttoned" pieces written in Johnson's witty and acerbic style between 1958 and 1963. Focusing on Canadian policy on trade and foreign policy, the volume includes Johnson's classic dismemberment of the Canadian nationalist movement. Although Trudeau's Foreign Investment Review Agency and National Energy Policy have been dismantled, economic nationalism persists; it is a testament to both the lucidity of Johnson's mind and the vigour and clarity of his writing that many of his opinions on this debate remain fresh, interesting, and relevant. William Watson's introduction provides an intriguing look at Johnson's life and work.

This book upturns many established ideas regarding the economic and social history of Quebec, the Canadian province that is home to the majority of its French population. It places the case of Quebec into the wider question of convergence in economic history and whether proactive governments delay or halt convergence. The period from 1945 to 1960, infamously labelled the Great Gloom (Grande Noirceur), was in fact a breaking point where the previous decades of relative decline were overturned – Geloso argues that this era should be considered the Great Convergence (Grand Rattrapage). In opposition, the Quiet Revolution that followed after 1960 did not accelerate these trends. In fact, there are signs of slowing down and relative decline that appear after the 1970s. The author posits that the Quiet Revolution sowed the seeds for a growth slowdown by crowding-out social capital and inciting rent-seeking behaviour on the part of interest groups.

From the Executive Summary: This study has two purposes. First, it provides up-to-date estimates and projections to 1983 of potential GNP, the level of gross national product which could be produced if labour and capital resources were utilized at high employment rates, based on a reassessment of the methods of estimating the GNP. Second, the study provides an assessment of the economy's recent growth performance and of its medium-term prospects for growth. The implications of this assessment for current and medium-term macroeconomic policy are discussed.

This document looks at the experience of the Canadian economy and explains some of the structural changes, during the period 1967-86, by the use of a small macroeconometric model. This model is disaggregated into three sectors: goods, commercial services, and noncommercial services; and on this basis, and in terms of sectoral variables within limits dictated by the availability of sector-specific data in National Income Statistics, it provides a test for analyzing the short-run dynamics underlying the long-term structural change.

Macroeconomic Policy in the Canadian Economy investigates developments in Canada over the last forty years, using recent advances in the field of applied econometrics. In particular, the book analyzes the theoretical foundations of public sector activities and evaluates the several theories of government growth. Issues of convergence are also investigated as they manifest themselves in per capita income across Canadian provinces, and as to how successful government income equalization policies have been in furthering such convergence. Moreover, the openness of the Canadian economy is investigated in terms of the importance of exports on GDP growth and of its participation in the world of an internationally integrated capital market. The book also analyzes monetary policy issues and investigates the role of monetary aggregates and the effectiveness of monetary policy. Finally, it addresses the issue of the existence or not of electoral and partisan cycles in Canada, by incorporating both fiscal and monetary principles and applying them to the lively world of Canadian politics.
