Given the widely-accepted premise that free trade is the best means of maximising overall societal welfare, why has it proven so difficult to achieve in certain industries? This book tackles arguably the most perennial and deep-rooted of all questions in political economy, and questions the incumbent orthodox liberal theories of collective action. Using a historical institutionalist framework to explore and explain the political economy of trade protectionism and liberalization, this book is based on detailed case studies of the textiles and clothing sector in the EU, United States, China, Caribbean Basin and sub-Saharan Africa. From this, the book expands to discuss the origins of trade protectionism and examine the wider political effects of liberalization, offering an explanation of why a successful conclusion to the WTO ‘Doha’ round has proven to be so elusive. The book argues that the regulation of global trade - and the economic consequences that this has for both developed and developing countries - has been the result of the particular way in which trade preferences are mediated through political institutions. The hypothesis is that trade protectionism leads to higher prices and massive job losses. The case study design is employed as is allows for the in depth understanding and examination of the steel industry in the US and the implications of the trade policies on the jobs as well as prices. The research applied archival research method applying a mixed methodology. The findings of the research indicate that the application of protectionism in the steel sector would harm not only the consumers but the industry being protected. It can be concluded that protectionism has negative implications in terms of higher prices and loss of jobs. The project was restricted by the research design as the use of a single case study limits the comparability and thus the generalizability of the results. The research focused only on the steel industry in the US thus restricting the applications of the findings in other sectors or industries in the US or even the steel industries in other countries. The research implies that trade policies in the US should favor the use of market forces dictated by the principles of the WTO rather than focusing on the nationalism of the economies. The economic nationalism in the United States has risen in the past couple of years, fueled by and fueling the election of President Donald Trump. With the increased call for nationalism of the economies comes the view that protectionism has achieved great success in the history of the United States. However, the calls for greater protectionism ignores the vast amounts of academic analysis and contemporary reporting that indicates that the trade protectionism in the United States has led to immense economic costs on the economy and the American consumers.

McGee takes the position that the only proper trade policy is one of total, immediate, and unilateral free trade, since such a policy is the only one that is consistent with individual rights. He also explodes the myth that trade deficits are bad and advocates the repeal of the antidumping laws, incorporating rights theory as well as utilitarian arguments. This book is unique in that it (1) does not limit itself to utilitarian arguments, (2) explains why trade deficits are irrelevant, and (3) calls for immediate repeal of the antidumping laws. Part I discusses the philosophy of protectionism and reviews nearly two dozen arguments that projectionists have used to restrict trade. A whole chapter is devoted to exploding the myth that trade deficits are bad. Part II elaborates on the monetary and nonmonetary costs of protectionism. Part III addresses the philosophy and practice of antidumping policy in the United States, and shows why the policy is irrational, destructive and anti-consumer, and concludes that repeal rather than reform is called for. Part IV discusses other issues, such as the policy options for Europe, the effect of competition on prices and efficiency, the stages of economic development and their connection to trade policy, and the irrationality of the United States trade policy toward Eastern Europe.
