[...] I then present the case for principal components analysis being a statistical improvement in calculating the diffusion index.1 The final part of this section discusses how the potential arbitrariness of industry data breakdowns in the unweighted diffusion index can be avoided by continuing to follow the Cross (2004) methodology while looking only at the subset of all industries measured by Statist [...] A quarterly version of the unsmoothed index (see Cross and Bergevin 2012) can be calculated as well by averaging the values for the diffusion index across the three months of the relevant quarter. [...] The "Baseline Version" In this paper, I use the chain-weighted5 sectoral data by North American Industrial Classification System (NAICS) code, at the three-digit level.6 One major advantage in using these more recent data over the data in Cross (2004) is that the breakdown of industries is essentially one-third goods and two-thirds services, reflecting the true size of these sectors in the overall [...] I run the results for the unweighted indices with both a threshold of 0.05 and no threshold at all, and found no difference between these two calculations, either regarding the quarters in which a majority of industries are contracting, or in the average value of the diffusion indices.

In this paper, I take a talk show in which Coen Teulings, then Director of the official Dutch Bureau for Economic Forecasting and Policy Analysis (CPB) was interviewed about its economic forecasts in the immediate aftermath of the financial crisis of 2008 as point of entry into an examination into how personal experience and judgment enter, and are essential for, the production and presentation of economic forecasts. During the interview it transpired that CPB did not rely on its macroeconomic models, but on personal experience encapsulated in “hand-made” monitors, to observe the unfolding crisis; monitors that were, in Teulings' words, used to “feel the pulse” of the Dutch economy. I will take this metaphor as a cue to present several historical episodes in which models, numbers, and a certain feel for economic phenomena aimed to make CPB economists' research more precise. These episodes are linked with a story about vain attempts by CPB director Teulings to drive out the personal from economic forecasting. The crisis forced him to recognize that personal experience was more important in increasing the precision of economic forecasts than theoretical deepening. The crisis thus both challenged the belief in the supremacy of theory driven, computer-based forecasting, and helped foster the view that precision is inevitably linked to judgment, experience and observation, and not seated in increased attention to high theory; scientifically sound knowledge proved less useful than the technically unqualified experiential knowledge of quacks.

Economic growth in Sub-Saharan Africa is estimated to have decelerated from 2.5 percent in 2017 to 2.3 percent in 2018, below the rate of growth of population for a fourth consecutive year. Regional growth in 2018 is below the pace projected in 2018 October issue of Africa's Pulse {0.4 percentage points lower). This slowdown was more pronounced in the first half of 2018 and it reflected weaker exports among the region's large oil exporters (Nigeria and Angola) due to dwindling oil production amid higher but volatile international prices for crude petroleum. A deeper contraction in Sudanese economic activity and a broad-based growth slowdown among non-resource-intensive countries also played a role. Sub-Saharan African countries with fragile context have made considerable efforts to find a way out of fragility. Regional and sub-regional economic organizations are promoting economic cooperation and addressing security and peace challenges that go beyond national borders. The special topic of this issue of Africa's Pulse argues that the digital economy can unlock new pathways for inclusive growth, innovation, job creation, service delivery and poverty reduction in Africa. The continent has made. great strides in mobile connectivity; however, it still lags the rest of the world in access to broadband. Only 27 percent of the population in the continent have access to internet, few citizens have digital IDs, businesses are slowly adopting digital technologies and only few governments are investing strategically in developing digital infrastructure, services, skills, and entrepreneurship.
