Agribusiness development has been constrained by distorted economic policies and institutional controls in the emerging market economies and in most of the developing countries. In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. In many of the developing countries, economic policies discriminated against agriculture and agribusiness. The results have been obvious. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.

Since the 1980s, waves of neoliberal ‘economic reform’ have transformed Australia. Privatisation, deregulation, marketisation and the contracting out of government services: for three decades now, there has been widespread agreement among policymakers on the desirability of these strategies. But the benefits of economic reform are increasingly being questioned. Alongside growing voter disenchantment, new voices of dissent argue that instead of efficiency and improved services, economic reform has led to unaccountable oligopolies, increased prices, reduced productivity and degradation of the public good. In Wrong Way, Australia’s leading economists and public intellectuals do a cost–benefit analysis of economic reform across key areas. Have these reforms been worthwhile for the Australian community and its economy? Have they given us a better society, as promised? ‘Has privatisation led to more productivity-enhancing competition? Has deregulation increased economic welfare in energy, finance, health, education and labour markets? Does the lived experience of Australians measure up to the promise of economic reform? The authors answer these questions with conclusions that are both compelling and disturbing.’——Emeritus professor Roy Green, University of Technology Sydney Damien Cahill & Phillip Toner on Economic Reform Stephen Duckett on Private Health Insurance Elizabeth Hill & Matt Wade on Early Childhood Education And Care Phillip Toner on Vocational Education And Training Jane Andrew & Max Baker on Prisons Bob Davidson on Aged Care Paul Davies on Public Sector Engineering Sue Olney & Wilma Gallet on Employment Services John Quiggin on Electricity Jim Stanford on Labour Markets Evan Jones on Banking Peter Phibbs & Nicole Gurran on Housing Lee Ridge on The NBN Ben Spies-Butcher & Gareth Bryant on Universities Michael Beggs on Monetary Policy And Unemployment John Quiggin on Productivity Peter Brain on Orthodox Economic Models Patricia Ranald on Free Trade David Richardson on Foreign Investment Frank Stilwell on Inequality

This book starts from the premise that economic liberalization - reduced state interference in economic life - is the common element in the current trend towards privatization and deregulation in the West and economic reform and restructuring in the East. In popular parlance, "privatization" and "perestroika" are its watchwords, Margaret Thatcher and Mikhail Gorbachev its heralds. But the specific character of the liberalization will be determined by the social characteristics of different societies. In order to study the reform process in the two systems, it is necessary to dispose of a general conceptual framework capable of embracing both a (predominantly) market economy and a (predominantly) centrally planned economy. The key objective of this work is to provide such a unified framework, and on that basis to analyze the policy conflicts that dominated both systems in the 1980s and the prospects for further change in the years ahead.

In this volume the leading scholars and practitioners in the field provide a comprehensive, in-depth examination of trends in privatization throughout the world. Focusing primarily on the experiences of seventeen countries--including developing countries, advanced industrial nations, and socialist states--the book explores theoretical approaches toward the issues inherent in privatization and deregulation, specifies techniques for successful privatization, and examines the cost-benefits and limits of privatization policies. The contributors then present a series of twenty detailed case studies which assess the actual problems and prospects associated with privatization and deregulation policy choices across varied sociopolitical systems and a range of economic sectors. The result is the most extensive comparative public policy analysis yet published on the subject of privatization and deregulation. Following an introductory overview which addresses the interaction between privatization, deregulation and market liberalization within both developed and developing country policy environments, the contributors discuss the philosophical bases of privatization policies, examine the seminal experiences of Britain and the United States, and identify factors responsible for successful privatization efforts. This is followed by case studies of privatization in such sectors as finance, transportation, health care, housing, and telecommunications around the world. After special sectoral studies of developing country finance, debt-equity conversions, and international air transport, the authors successively survey the experience of privatization in selected Latin American, Caribbean, West African and Asian developing nations; in the advanced industrial nations of Canada, France, New Zealand, and Sweden; and in the socialist countries of China, Hungary, and Poland. In their conclusion, the editors discuss the immediate implications of the contributors' findings and suggest research directions for the future. Numerous explanatory tables and figures are included, making this an ideal supplemental text for courses in business, government, and public policy.

This book provides evolutionary and institutional perspectives on the reform of infrastructure industries, tracing the development of this process in a number of sectors and countries. The contributors contend that infrastructure based industries such as telecommunications, public transport, water management and energy have been increasingly exposed to the dynamism of the market since becoming privatized, and have therefore been stimulated into short-term efficiency and long-term innovation. Drawing on institutional economic theory backed up with case studies such as the California energy crisis, the Dutch gas industry, oil and electricity companies in Spain and the privatization of Schipol airport in Amsterdam the book focuses on process, driving forces, and actors' roles to explain how new balances are established between competing institutions. The degree to which the processes of institutional change are predictable and the effects of deliberate strategic interventions of governments or private actors are explored. Specific technical and sector aspects and their influence on institutional change in various infrastructures are also discussed.
