The attitude of the American government towards the Finnish problem, which appeared on the international stage after the outbreak of the First World War, was determined by factors going far beyond bilateral contacts. It was directly linked with American war-time and post-war policy towards Russia, Germany and the problem of supplying Europe with food. The Finnish proclamation of independence, the outbreak of the Finnish civil war and, later, the drawing of this country into the sphere of influence created by Berlin in Central Europe caused Finnish-American relations to stagnate and ultimately to be frozen for several months. The State Department considered whether Finland should be recognised as one of enemies of the United States, while the Finnish government, convinced that the future of Finland should be linked with German victory in the World War, showed no desire to activate political contacts between Helsinki and Washington. The reorientation of Finnish policy created by the military defeat of Germany, however, created conditions for the gradual stabilisation of Finnish-American economic and, later, political relations. Improvement in mutual contacts between both states was ultimately crowned by the initiative of American diplomacy which resulted in the recognition of Finland by the Big Five powers during the Paris Peace Conference in 1919.

Excerpt from Trade and Industry of Finland Keen and systematic propaganda has been deemed desirable in order to consolidate and extend the commercial relations between Finland and the English-speaking countries, especially Great Britain, the United States and South America, and the present work is intended to form one link in the chain of that propaganda. The work was planned shortly after the Finnish Declaration of Independence, and immediately after the return of the Finnish Trade Commission which visited England, the United States and other countries in the year 1919). The Commission found that one of the most important means to the formation of lasting trade relations between Finland and those countries would be the dissemination of knowledge of our economic conditions, our industries, what we can offer for export and what we need to import. The idea of publishing a work of reference like the present hook at once received the hearty support of the chairman of the Trade Commission, Mr. Jacob von Julin, and of Mr. Axel Solitander, then chief director of the Board of Trade and Industry, and afterwards Finnish Consul-General in New York. As the Ministry of Trade and Industry, the Ministry of Foreign Affairs, and a number of the most eminent business men in the country also showed an interest in the matter, it was resolved to compile a publication which should contain accurate and quite objective descriptions of the largest and most vitally important economic undertakings in Finland, such as banks, manufacturing establishments, commercial firms, etc. The publishers are well aware that a work of this kind cannot hope to he wholly free from omissions and errors. They have, however, desired to make it as complete as possible, and have spared no pains to secure full and exact information. In a few cases changes of management and organisation have taken place while the book was going through the press, when it was too late for alterations to be made. There are also a few firms of some importance which have not been sufficiently interested to associate themselves with the scheme, but generally speaking, the work is so complete within the lines marked out for it, and the omissions are so insignificant that it may be regarded as a reliable guide to the banks, insurance companies, manufacturers, commercial firms and shipowners of Finland. The main part of the work, the business section, has been edited by Mr. F. Tiderman. secretary of the Helsingfors Stock Exchange. Excerpt from Explanation of Proposed Income Tax Treaty Between the United States and the Republic of Finland: Scheduled for a Hearing Before the Committee on Foreign Relations, United States Senate, on June 14, 1990 This pamphlet, prepared by the staff of the Joint Committee on Taxation, provides an explanation of the proposed income tax treaty, as modified by the proposed protocol, between the United States and the Federal Republic of Germany ("Germany"). The proposed treaty and proposed protocol were both signed on August 29, 1989, and amplified by diplomatic notes signed the same day and on November 3, 1989.The proposed treaty would replace the existing income tax treaty between the two countries that was signed in 1954 and amended by a protocol signed in 1965. The Senate Committee on Foreign Relations has scheduled a public hearing on the proposed treaty on June 14, 1990. The proposed treaty is similar to other recent U.S. income tax treaties, the 1981 proposed U.S. model income tax treaty ("U.S. model treaty"), and the 1977 model income tax treaty of the Organization of Economic Cooperation and Development("OECD model treaty"). However, there are certain substantive deviations from those documents. Among other things, the proposed treaty includes a number of provisions to accommodate aspects of the Tax Reform Act of 1986. The first part of the pamphlet summarizes the principal provisions of the proposed treaty and proposed protocol. The second part presents a discussion of issues raised by the treaty and protocol. The third part provides an overview of U.S. tax laws relating to international trade and investment and U.S. tax treaties in general. This is followed in part four by a detailed, article-by-article explanation of the proposed treaty including, where appropriate, explanation of the provisions of the proposed protocol. This is a technical explanation of the Protocol signed at Washington on May 31, 2006 (the "Protocol"), amending the Convention between the United States of America and the Government of Finland for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, signed at Helsinki on September 21, 1989 (the "Convention"). Negotiations took into account the U.S. Department of the Treasury's current tax treaty policy and Treasury's Model Income Tax Convention, published on September 20, 1996 (the "U.S. Model"). Negotiations also took into account the Model Tax Convention on Income and on Capital, published by the Organization for Economic Cooperation and Development (the "OECD Model"), and recent tax treaties concluded by both countries. This Technical Explanation is an official guide to the Protocol. It explains policies behind particular provisions, as well as understandings reached during the negotiations with respect to the interpretation and application of the Protocol. This technical explanation is not intended to provide a complete guide to the Convention as amended by the Protocol. To the extent that the Convention has not been amended by the Protocol, the Technical Explanation of the Convention remains the official explanation.
