Three important issues have recently attracted researchers to study the economics of disability. First with the availability of sophisticated "data sets", it has become possible to conduct highly quantative investigations of the relative economic impacts of various types of disabling health problems. Second, the passage of the Americans with Disabilities Act in 1991, and the subsequent implementation of its employment provisions, focused national attention on the continuing scarcity of employment opportunities for disabled persons. The tools of analysis that have been developed over the past several decades to study racial and gender discrimination in labor markets are applied in this book to study the experiences of persons with disabilities. Third, the past several decades have witnessed a rapid growth in the public and private costs of disability support programs. Many economists recognize the need to design such programs that would provide continued economic security, without the work disincentives, high budgetary costs, and efficiency losses of existing programs. A major purpose of this volume is to bring together empirical studies dealing with all three of the above issues in a single volume. By doing this we can illustrate the breadth of current research in the field and allow the reader to see the connections and common threads that underlie this scope of concerns and research objectives.

Spread out over many years and many different publications, the late author and activist Marta Russell wrote a number of groundbreaking and insightful essays on the nature of disability and oppression under capitalism. In this volume, Russell’s various essays are brought together in one place in order to provide a useful and expansive resource to those interested in better understanding the ways in which the modern phenomenon of disability is shaped by capitalist economic and social relations. The essays range in analysis from the theoretical to the topical, including but not limited to: the emergence of disability as a “human category” rooted in the rise of industrial capitalism and the transformation of the conditions of work, family, and society corresponding thereto; a critique of the shortcomings of a purely “civil rights approach” to addressing the persistence of disability oppression in the economic sphere, with a particular focus on the legacy of the Americans with Disabilities Act of 1990; an examination of the changing position of disabled people within the overall system of capitalist production utilizing the Marxist economic concepts of the reserve army of the unemployed, the labor theory of value, and the exploitation of wage-labor; the effects of neoliberal capitalist policies on the living conditions and social position of disabled people as it pertains to welfare, income assistance, health care, and other social security programs; imperialism and war as a factor in the further oppression and immiseration of disabled people within the United States and globally; and the need to build unity against the divisive tendencies which hide the common economic interest shared between disabled people and the often highly-exploited direct care workers who provide services to the former.

This book explores the economic situation of disabled people in developing countries focusing on rehabilitation and uses particpatory framework to community development. Although dealing specifically with a case study from Jordan, this needs assessment study provides comparisons with other developing societies. The author considers the prospect for future improvement in disability policy at a time when state budgets are already over stretched by widespread poverty, unemployment and poor health conditions. The book is divided into three parts. Part one explores disability and economic rehabilitation within global context and sets the scene for understanding what disability is and the impact of having disability across cultures with emphasis on the experience of discrimination. Part two deals with disability theory and practice in Jordan in terms of economic policies and provisions available for disabled people. Part three presents concluding remarks on the rise of disability politics in developing countries and the development of a participatory policy agenda.

While the visibility of disability studies has increased in recent years, few have thoroughly examined the marginalization of people with disabilities through the lens of political economy. This was the great contribution of Marta Russell (1951-2013), an activist and prominent scholar in the United States and best known for her analyses of the issues faced by people with disabilities. This book examines the legacy of Marta Russell, bringing together distinguished scholars and activists such as Anne Finger, Nirmala Erevelles and Mark Weber, to explicate current issues relevant to the empowerment of people with disabilities. Drawing from various fields including Law, Political Economy, Education and History, the book takes a truly interdisciplinary approach, offering a body of work that develops a dextrous understanding of the marginalization of people with disabilities. The book will be of great use and interest to specialists and students in the fields of Political Economy, Law and Society, Labour Studies, Disability Studies, Women’s Studies, and Political Science.

One of the more striking aspects of the Dutch Welfare State is its apparent difficulty in controlling the number of transfer recipients. A prime example of this management problem is the Disability Insurance program. This monograph presents a thorough investigation of the behavioral responses of employees and firms to this generous disability scheme. The heart of the study is the empirical part based on a rich data set of persons who apply for benefits and those who do not. The data derive both from self-reports as well as medical and vocational expert evaluations. Combining facets of health economics, medical sociology and econometric technique, the authors are able to reveal the intricate causalities that underlie the disability process.
