This thesis centres on issues of economic efficiency originating from the large-scale development of intermittent renewable energy sources (RES) in Europe. The flexible resources that are necessary to cope with their specificities (variability, low-predictability, site specificity) are already known, but adequate signals are required to foster efficient operation and investment in these resources. A first question is to what extent intermittent RES can remain out of the market at times when they are the main driver of investment and operation in power systems. A second question is whether the current market design is adapted to their specificities. These two questions are tackled in four distinct contributions.The first chapter is a critical literature review. This analysis introduces and confronts two (often implicit) paradigms for RES integration. It then identifies and discusses a set of evolutions required to develop a market design adapted to the large-scale development of RES, such as new definitions of the products exchanged and reorganisation of the sequence of electricity markets.In the second chapter, an analytical model is used to assess the potential of intraday markets as a flexibility provider to intermittent RES with low production predictability. This study highlights and demonstrates how the potential of intraday markets is heavily dependent on the evolution of the forecast errors.The third chapter focuses on the benefits of curtailing the production by intermittent RES, as a tool to smooth out their variability and reduce overall generation costs. Another analytical model is employed to anatomize the relationship between these benefits and a set of pivotal parameters. Special attention is also paid to the allocation of these benefits between the different stakeholders.In the fourth chapter, a numerical simulation is used to evaluate the ability of the European transmission system operators to tackle the investment wave required in order to manage the production of intermittent RES. Alternative financing strategies are then assessed. The findings reveal that under the current trend of tariffs, the volumes of investment forecasted will be highly challenging for transmission system operators.

In a power system featuring a large share of intermittent renewable energy sources (RES) and inflexible thermal generators, efficiency gains on generation costs could be achieved by curtailing the production of RES. However, as RES feature very low variable production costs, over-curtailment can be costly. In this article, we use a stylised analytical model to assess this trade-off. We show that while curtailing RES when their variability is high and the system flexibility is low can reduce generation costs, the different stakeholders (consumers, dispatchable generators, RES) will not necessarily benefit from such measures. As a consequence, generators will opt for a sub-optimal level of curtailment, and this level of curtailment should rather be set by the TSO. Either incentive to provide the TSO with accurate forecasts of RES availability, or alternatively centralised forecasting by the TSO, should then be put into place to solve the resulting problem of asymmetry of information.

The Government aims to increase renewable energy from 1.8 per cent to 15 per cent of energy consumption by 2020, in line with European Commission proposals. This report looks at the economics of renewable energy given the Government's policy to reduce carbon emissions. Chapter 2 gives a brief overview of Britain's energy system and outlines the Government's energy policy objectives. Chapter 3 examines the different renewable technologies used to generate electricity, and compares generation costs between them and contrasts them with fossil fuel-fired plants and nuclear power. Chapter 4 looks at the issues involved in balancing the irregular supply from renewable generators which depend on weather conditions against the continuous demand for electricity. The potential for renewable sources of heat and of transport fuels - an overlooked area even though they account for 80 per cent of UK energy consumption. - is examined in chapter 5. Chapter 6 reviews the key policy issues, the impact of renewable policy on fuel poverty, the planning system for renewable energy, and whether the 15 per cent EU target is achievable. The Committee finds that costs of renewable energy generation are more than conventional means. It recommends that the Government prioritise the development and promotion of the other effective and economic options, both to bring down carbon dioxide emissions and to achieve security of electricity supply. The most reliable renewable sources are tidal barrage and biomass, which are problematic for other reasons, and hydro-power which is near the limit of its potential in the UK. The most reliable low-carbon alternative to renewables is nuclear power, together with conventional fossil fuel generation with carbon capture and storage (if and when that becomes available).
