This draft report summarizes the results of the water storage assessment and flood control assessment conducted by O2 for Alberta Environment and Sustainable Resource Development (ESRD) for the Ecosystem Services Approach Pilot on Wetlands in the Shepard Slough area east of Calgary. The broader pilot project includes a number of other components, stakeholders, and working group teams. Another component of the project being conducted by O2 is site-scale sampling of wetlands using the Wetland Ecosystem Services Protocol for the United States (WESPUS) as well as associated reporting, which is summarized separately from this report. The scope of this component of the pilot project was to assess hydrological ecosystem services, including water quantity regulation (i.e., storage and supply) and flood control, by applying Geographic Information Systems (GIS) modelling approach. Existing condition and trends, where available, have been identified primarily using a series of maps.--Document.

The Ecosystem Services Pilot Project (ESPP) is intended to demonstrate a rigorous quantitative approach to ecosystem service assessments that will empower decision makers in the Province of Alberta. Decision makers have identified gaps in current policy tools, including insufficient evidence to support avoidance, mitigation and compensation decisions on wetlands; insufficient consideration of cumulative effects and long-term consequences of decision making; and limited ability to communicate the values of wetlands to developers and decision makers. To fill these gaps, the ESPP hired consultants to conduct a biophysical assessment of wetland ecosystem services that would advise the social and economic assessments that are occurring concurrently. Specifically, the consultants were asked to: Develop documented tools and techniques for ecosystem service assessments of wetlands that are user friendly and based on existing data; Apply these tools to the ESPP to provide ecosystem service assessments of the past, present and future condition and trends (e.g., past 20 years, future 10 years); and Apply these tools to the ESPP to determine the magnitude and distribution of ecosystem services that wetlands provide or contribute to at regional and site-specific scales.--Document.

The Ecosystem Services (ES) program within Alberta Environment and Sustainable Resource Development (ESRD) has been advancing the use of an ES Approach within the department since 2007. The Ecosystem Services Approach Pilot on Wetlands (the ES Pilot) is part of the Department's 10-year ES Roadmap; its completion and results are considered a progression in understanding and applying an ES Approach to support decision making. This technical report was prepared for the ES Pilot team members, technical professionals, and other target groups/individuals with interests in economic valuation. This valuation research also served to build knowledge and capacity in economic analysis techniques within the department. This report documents the approaches undertaken by the Socio-econ Sub-team to conduct economic valuations and deliver major deliverables and to discuss the links of economic valuation to wetland decision making. Limitations, caveats and next steps are also discussed.--Document.
