Se ha destacado en diversas ocasiones la importancia que los libertarios españoles otorgaron a la cultura y la educación como instrumentos indispensables de su proyecto emancipador y de transformación social. Este libro es un análisis no tanto las declaraciones programáticas o de intenciones, las opiniones 'oficiales' o las grandes líneas del discurso ácrata en torno a estos temas, como de las características y el contenido de las prácticas culturales concretas desplegadas por los anarquistas y anarcosindicalistas valencianos durante los años de la Segunda República y la Guerra Civil (1931-1939), especialmente en sus perfiles más reales y cotidianos. Éstas, lejos de tener una importancia secundaria, resultaban, por el contrario, claves para la socialización y la formación de aquéllos. Aseguraban la cohesión del grupo, consolidaban los sentimientos de pertenencia a un movimiento social (sin duda heterogéneo) y, en definitiva, desempeñaban un rol esencial en el proceso de conformación de la identidad libertaria. Conferencias, debates, cursillos, escuelas diurnas y nocturnas, lecturas, bibliotecas, periódicos y revistas, libros y folletos, veladas artísticas, excursiones campestres o actividades como el naturismo, el nudismo o el aprendizaje del esperanto, entre otras, eran prácticas a través de las cuales se construía el 'individuo' anarquista y se modelaba un tipo de vida y cultura militantes, así como una forma de entender la sociabilidad y el ocio populares. Asimismo, participaban de todo un programa general de superación individual y colectiva, mediante la extensión de la cultura y la educación, que no resultaba del todo ajeno en sus formas y propósitos al puesto en marcha por otras culturas políticas del momento situadas también en el ámbito de la izquierda, como es el caso, por ejemplo, del republicanismo o el socialismo.

Gaston Leval's study brings together two aspects that are generally difficult to unite--analysis and testimony. He visited the towns and villages of revolutionary Spain where people had opted to live a libertarian communist lifestyle almost without precedent in history, collectivizing the land, factories, and social services. Collectives in the Spanish Revolution demonstrates clearly that the working class are perfectly capable of running farms, factories, workshops, and health and public services without bosses or managers. It proves that anarchist methods of organizing, with decisions made from the bottom up, can work effectively in large-scale industry, involving the coordination of many thousands of workers in many hundreds of places of work across numerous cities and towns, as well as broad rural areas. Leval's history of anarchy in action also gives insight into the creative and constructive power of ordinary people. The Spanish working class not only kept production going throughout the war, but in many cases managed to achieve increases in output. They improved working conditions and created new techniques. They created, out of nothing, an arms industry without which the war against fascism could not have been fought. The revolution also showed that without the competition bred by capitalism, industry can be run in a much more rational manner. Finally it demonstrated how an organized working class has the power to transform society.

This collection of readings examines the tools used by today's government to achieve legitimacy, effectiveness, and accountability. The contributors examine the "instrument choice" perspective on government and public policy over the past two decades, moving beyond the preoccupation with deregulation and efficiency to trace the complex relationships between instrument choices and governance. Readers are encouraged to consider factors in the design of complex mixes, such as issues of redundancy, context, the rule of law and accountability. These latter factors are especially central in today's world to the design and implementation of effective instrument choices by governments and, ultimately, to good governance. The authors conclude that instrument choice itself is integral to government and governance.
