Durante el siglo XIX en Colombia, el programa de educación pública primaria iniciado en 1870, fue la más coherente y ambiciosa política emprendida para incluir a la sociedad nacional y sus clases populares en los avances de la moderna civilización de las costumbres a través de sus sistemas educativos. La apertura de escuelas primarias prevista para todos los pueblos de un territorio en su mayoría rural, sería complementada con la formación de los maestros y maestras en las escuelas normales de las capitales de los departamentos. Cada escuela normal y sus escuelas primarias anexas se convirtieron en verdaderos centros culturales en donde operaron. Allí se celebraban de manera regular certámenes y eventos educativos abiertos al público en donde la formación del ciudadano colombiano era uno de sus objetivos bajo la práctica del modelo pedagógico pestalozziano, el más avanzado en aquella época. Pero este programa fue objeto de una fuerte oposición política y religiosa que lo condujo a una reforma que sustituyó el interés por la ciudadanía nacional por unas prácticas de civilidad concebidas bajo un modelo represivo que conduciría a la política educativa clerical y confesional de más larga duración en la historia republicana de Colombia.
