Le génocide des Tutsi du Rwanda en 1994 a été qualifié très justement de génocide de proximité. Dans un tel contexte, une politique de réconciliation volontaire impulsée d'en haut, travail de longue haleine, ne peut porter ses fruits qu'en allant à la rencontre d'un mouvement ascendant émergeant des communautés de base. C'est là que se conjuguent, étroitement imbriqués dans le quotidien, les enjeux de la reconstruction : la lutte contre la pauvreté, la restauration de la confiance, le partage des récits qui joue un rôle décisif tant au niveau national que dans les relations intrafamiliales et entre voisins. Comment, en s'associant au sein de communautés, affronte-t-on l'ensemble de ces enjeux ? C'est ce que des chercheurs du Centre de gestion de conflits de Butare et de la Haute école de travail social de Genève ont voulu éclairer à travers la coopération qu'ils ont instaurée avec trois associations de la société civile, impliquant différents groupes divisés par le génocide. En développant une recherche-action, les chercheurs ont mis en place au sein de trois projets pilotes, un dispositif de formation des acteurs et de renforcement de leurs capacités pour qu'au-delà de la réconciliation, ceux-ci tracent le chemin d'une véritable citoyenneté démocratique.

In the aftermath of the genocide, the Rwandan government has attempted to use the education system in order to sustain peace and shape a new generation of Rwandans. Their hope is to create a generation focused on a unified and patriotic future rather than the ethnically divisive past. Yet, the government’s efforts to manipulate global models around citizenship, human rights, and reconciliation to serve its national goals have had mixed results, with new tensions emerging across social groups. Becoming Rwandan argues that although the Rwandan government utilizes global discourses in national policy documents, the way in which teachers and students engage with these global models distorts the intention of the government, resulting in unintended consequences and undermining a sustainable peace.

Ten years after the 1994 genocide—in which an estimated 10 percent of the country's population perished—Rwanda's devastated education system is now back on its feet. Classrooms have been repaired and new ones built; teachers who fled the mayhem have been reintegrated into the teaching force; arrears in teacher pay have been cleared up; a Genocide Fund has been created specifically to assist orphans; and, in higher education, the system has been diversified and new arrangements for student finance have been introduced. This success notwithstanding, the task of transforming the rapid recovery into sustained progress over time has only just begun.A priority will be to ensure that all Rwandan children can complete a full course of primary schooling of reasonable quality; and that expansion at the post-primary levels occurs at a pace commensurate with the labor market's capacity to absorb highly educated job seekers. Achieving this will present tough tradeoffs in financing and service delivery, including combining increased funding for primary education with greater reliance on private financing at other levels; sharper targeting of public subsidies for education; and tighter management of classroom processes to improve student flow and student learning throughout the system.'Education in Rwanda' explores the challenges of sustaining educational progress in a fiscally viable fashion as the country makes the transition from post-conflict recovery to long-term development.
