During recent decades, Korea has been one of only a handful of countries that have made the successful transformation to become a developed nation by simultaneously achieving persistent economic growth combined with a democratic political system. Experts and political leaders worldwide have attributed this achievement to investments in people or, in other words, the power of education. Whilst numerous books have highlighted the role of industrial policies, technological growth, and international trade in Korea’s development process, this is one of the first to focus on the role of human capital. It shows how the accumulation of human capital aided transformation and helps explain the policies, strategies and challenges that Korea faces now and in the future.

In all countries for which data is available, Indigenous peoples have lower rates of formal educational participation and attainment than their non-Indigenous counterparts. There are many structural reasons for this, but it may in part be related to the perceived relationship between the costs and benefits of education. Human Capital Development and Indigenous Peoples systematically applies a human capital approach to educational policy, to help understand the education and broader development outcomes of indigenous peoples. The basic Human Capital Model states that individuals, families and communities will invest in education until the benefits of doing so no longer outweigh the costs. This trade-off is often considered in monetary terms. Here the author broadens cost-benefit definitions to include health and wellbeing improvements alongside social costs driven by discrimination and unfair treatment in schools. With coverage of the Americas, Asia, Australia and New Zealand, the book critiques existing approaches, and provides an outlet for the self-described experiences of a diverse set of indigenous peoples on the breadth of educational costs and benefits. Combining new quantitative analysis, cross-national perspectives and an explicit policy focus, this book provides policy actors with a detailed understanding of the education decision and equips them with the knowledge to enhance benefits while minimising costs. This book will appeal to policy-engaged researchers in the fields of economics, demography, sociology, political science, development studies and anthropology, as well as policy makers or practitioners who are interested in incorporating the most recent evidence into their practice or frameworks.

Essay from the year 2009 in the subject Economics - Economic Cycle and Growth, grade: 31 von 31, Free University of Bozen-Bolzano (School of Economics and Management), language: English, abstract: In his speech at the Inaugural Convention of the African Federation of Human Resource Management Association in Botswana, Professor David Abulai (2008) stated that quality and quantity of human capital is becoming increasingly evident for the economic development of nations in today’s knowledge era. In fact the world of today is influenced by steady technological and scientific progress; by means of these new developments the socio-economic conditions in which people live are increasingly improving. Nevertheless a big part of the world is still lagging behind and social and economic distinctions still exist and developing countries are trying to catch up. Professor Abulai (2008) argued that the key to this catching up in development is the population itself, which has to be educated, healthy and qualified in order to deal with new scientific and technological inventions and to exploit this new opportunities in the best possible way. The aim of this paper will be in the first part to analyze the impact of education, human capital and knowledge for economic growth and development. In the second part of this paper the incorporation of human capital into endogenous growth models will be examined, focusing on the two main branches of growth analysis pioneered by Romer (1990) and Lucas (1988).

The papers included in this volume cover several aspects of human capital. It starts with the role of human capital in influencing productivity, employment and growth of employment. The chapters show that Indian States that have been neglecting schooling and health facilities have become victims in terms of low productivity and lower rates of employment. Consequently, employment cannot be increased without spending on education and health. Furthermore, the unorganised sector in India cannot provide gainful employment as productivity in this sector is low and is also declining. Skill intensity influences mainly productivity in the organised sector. As a result, states that have been neglecting human capital would lose on both counts. The chapters also reveal that human capital could be substituted for energy use and help in reducing energy consumption and pollution. India is also one of the important exporters of human capital and the non resident Indians send remittances back to India. The volume indicates that remittances play a significant role in poverty reduction and increase in per capita consumption levels. In addition remittances, unlike foreign direct investments and portfolio investments, are less erratic and are not influenced by slowdown in the world economy. Poverty could also be directly attacked through the use of anti poverty programmes like NREGA. This volume provides an analytical framework and a theoretical model to analyse the impact of these programmes to examine their influence on labour demand, income, prices and productivity. The volume also emphasises the crucial role of the government in directly running education institutions. As seen from the volume government run engineering institutions are technically more efficient than the private run ones.
